HomeMy WebLinkAbout6.291 MOTOR VEHICLE CONTROL INSPECTOR 19950830X DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI MOTOR VEHICLE CONTROL INSPECTOR 6.291 Duties Summary: 6 Performs inspectional and investigative tasks relative to the enforcement of laws, rules and regulations governing the operations, personnel, vehicles, equipment, and business practices of common carrier companies and motor vehicle safety inspection stations; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform inspectional and investigative tasks for the purpose of preventing, discouraging and /or detecting violations of motor carrier and motor vehicle safety laws and regulations, and insuring the safe operating condition of common carrier vehicles. Examples of Duties: Performs inspectional and investigative tasks in the enforcement of County Ordinances and State laws with respect to the certification of inspection stations and inspectors for the administration of the program of periodic inspection of vehicles for the purpose of motor vehicle safety; inspects ambulance, taxi, tour companies, school buses, passenger carrying trucks, tow operations, safety inspection stations and reconstructed vehicles for compliance with applicable County and State laws on licensing and permits; provides educational assistance to adjustors in determining and explaining compliance requirements to drivers involving unusual reconstructed vehicles; checks taxi and tour company stands for possession of business licenses and permits; inspects safety check station equipment for proper functioning; and gives qualifying written and oral examinations to personnel performing mechanical checks of vehicles for safety stickers; checks personnel driving common carrier vehicles for possession of medical certificates, chauffeur's and driver's licenses; inspects and checks tires, steering column and gears, windshield wipers, lights, brake systems, electrical wiring, horn, reflectors and other safety features of vehicles using appropriate testing equipment as required; issues citations for violations; checks applications for safety check station operation; issues certificates to safety check stations designating police approval; investigates complaints involving common carriers; writes reports; appears in court as necessary; may perform duties related to driver's licensing /relicensing. Minimum Qualification Requirements: Training and Experience• A combination of education and MOTOR VEHICLE CONTROL INSPECTOR 6.291 Page 2 experience substantially equivalent to graduation from high school and two years of experience in inspectional, investigative, instructional or repair work which shall have included ascertaining the overall mechanical, operating and safety condition of motor vehicles. License Requirement: Possession of a valid Hawaii State driver's license (Type 3). Knowledge of: State and local laws, rules and regulations pertaining to traffic safety and to common carriers of passengers, and their operations, personnel and facilities; mechanical functioning of motor vehicle safety devices and equipment on motor vehicles; motor vehicle safety test equipment; inspectional and investigative methods and techniques. Ability to: explain laws, rules and regulations; read and understand written material; prepare clear and concise reports; deal tactfully and effectively with the public. Physical Requirement: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
