HomeMy WebLinkAbout6.292 SUPERVISING MOTOR VEHICLE CONTROL INSPECTOR 19971224DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI SUPERVISING MOTOR VEHICLE CONTROL INSPECTOR 6.292 Duties Summary: Supervises and coordinates the activities relative to the inspectional and investigative tasks in the enforcement of laws, rules, and regulations governing the program of periodic inspection of motor vehicles, certification of motor vehicle safety inspection stations, and the inspection and investigation of the operations, personnel, equipment and business practices of companies engaged as common carriers; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Motor Vehicle Control Inspector in that the Supervising Motor Vehicle Control Inspector supervises and coordinates activities for the inspection and investigation of common carriers and motor vehicle inspection stations; whereas, the Motor Vehicle Control Inspector performs inspectional and investigative tasks for the Periodic Motor Vehicle Inspection Program. Examples of Duties: Plans and coordinates the activities of inspections and investigations in the enforcement of laws, rules, and regulations governing certification of inspection stations and inspectors for the administration of the program of periodic inspection of vehicles to ensure motor vehicle safety; monitors certificates of approved inspections of ambulance, taxi, tour companies, school buses, passenger carrying trucks, tow operations, safety inspection stations, and reconstructed vehicles as regulated by applicable laws; establishes and updates office and inspection procedures manuals; provides training for clerical and inspectional staff; assigns and reviews the work of subordinate clerks and inspectors; instructs subordinates in procedures, report preparation, directives, laws, policies, rules and regulations, and other information or orders; approves, disapproves, or suspends applications for operating motor vehicle inspection stations or inspectors; conducts investigations on complaints regarding inspections, station adjustors, and subordinates; prepares various monthly, quarterly, and annual reports; may testify in court cases involving laws relative to motor vehicle and highway safety; may perform duties related to driver licensing /relicensing. I SUPERVISING MOTOR VEHICLE 2 6.292 CONTROL INSPECTOR Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four years of experience in inspectional, investigative, instructional, or repair work which shall have included ascertaining the overall mechanical, operating, and safety condition of motor vehicles, including or supplemented by two years of experience in the inspection and /or investigation of common carriers. License Requirement: Possession of a valid Hawaii motor vehicle operator's license. Knowledge of: principles and practices of supervision, State and local laws, rules and regulations pertaining to traffic safety and to common carrier operations; mechanical functioning of motor vehicle safety devices and equipment; motor vehicle safety test equipment; inspectional and investigative methods and techniques; court procedures; functions and jurisdiction of other enforcement agencies. Ability to: plan, coordinate, and supervise the work of subordinates; interpret laws, rules and regulations, formulate operational policies and procedures; review reports and make effective decisions and recommendations; deal tactfully and effectively with the public, and other governmental agencies; prepare clear and concise reports.
