COMPUTER SYSTEMS OFFICER 15A2031
Duties Summar
Serves as staff officer for all informational systems,
procedures, and special projects pertinent to countywide
computerization programs; develops computerized systems and
procedural requirements.
Distincguishing Characteristics:
A position in this class is responsible for planning,
organizing, directing, and coordinating information systems and
procedures reviews, development and implementation, including the
utilization of on -line computer data processing equipment, for
all countywide computerization programs. It serves as a top
level assistant and technical advisor on computer systems and
procedures, and develops the details of services, requirements,
or resources in dealing with consultants and informational
systems.
Examples of Duties:
Plans, conducts, and coordinates the evaluation,
development, and implementation of all information systems and
procedures in the County's computerized programs; initiates and
prepares reports and recommendations from feasibility studies and
on special projects; analyzes and develops new computer systems
and procedures or revises existing systems and procedures;
develops and maintains project development schedules; serves as
liaison with the department and other agencies to coordinate
acquisition of hardware and software or for consultant services;
reviews and evaluates completed projects for adherence to
policies and directives; participates in committee and staff
meetings and attends seminars to keep abreast of changes in
systems and procedures; makes decisions and recommendations to
problems crossing divisional and technical lines; recommend
processing methods relating to systems development and technical
systems support; develop hardware, software, requirements for
systems which may include application, network, and
telecommunications; develop application system for database,
tables, and forms, program data processing, install, and
customize applications and programs; provides training programs
for departmental staff and personnel of user agencies; prepares
budgetary and management reports.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and
experience substantially equivalent to graduation from an

accredited college or university with major work in computer
science, public or business administration, accounting,
mathematics, or a related field, and five years of progressively
responsible professional experience involving the conduct of
feasibility studies and the analysis and design of systems for
the electronic processing of data.
Knowledge of: public administration, organization and
management; data processing and information systems analysis,
design and development; programming principles and techniques;
the operation, characteristics and capabilities of various types
of electronic data processing equipment; research and statistical
methods and techniques; report writing.
Ability to: plan, coordinate and review work methods and
processing; analyze, correlate, and evaluate data and make sound
judgements therefrom; determine the feasibility of mechanizing
work processes; analyze and apply machine capabilities to data
processing operations; make sound evaluations, conclusions, and
recommendations; prepare budget and activity reports; maintain
effective working relationships with manufacturer's
representatives, operating officials, and others.

Persons seeking appointment to a position in this class must
meet the health and physical condition standards deemed necessary
and proper for performance of the duties.
