BUDGET ADMINISTRATOR 15A2040
Duties Summary:
Plans and administers the budget development, formulation, management,
analysis and evaluation programs for the County of Kauai; serves as
principal advisor to the Mayor, Finance Director and other high -level
County officials on budgetary matters; and performs other related duties
as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility of directing
the development, management and analysis of the County budget and for
serving as the principal advisor to the Mayor, Finance Director and
other high -level County officials on budgetary matters.
Examples of Duties:
Coordinates activities between the Executive and Legislative branches
to insure compatibility of budget design and procedures; directs the
preparation of budgetary and fiscal instructions and guidelines; designs
program implementation strategies; prepares testimony and assists in
the presentation of testimony as required; establishes procedures for
the budget process; plans, directs and coordinates the formulation,
preparation, execution, review and analysis of the County budget; reviews
and evaluates the departmental programs requiring the establishment,
expansion, reduction, elimination or current maintenance of services;
reviews and evaluates specific departmental appropriations including
supplemental budget requests, funds transfer, etc.; identifies and
reviews proposed legislation for impact on County programs; explains
policies and procedures involved in budget formulation and execution;
participates in budget presentation to County Council; meets and confers
with administration officials, department heads and council members
to discuss programs and budgetary matters; acts as departmental liaison
and coordinator with respect to the budgetary and cost aspects of collective
bargaining.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or
university with major work in accounting, finance, business administration
or a related field and five (5) years of work experience in professional
accounting, budgeting or related fields, one (1) of which shall have
been in a supervisory capacity.

Knowledge of: governmental organization and functions; principles
of budget formulation; management and analysis; laws and ordinances
related to budgetary activities; revenue and budgetary structure; principles
and practices of supervision.
Ability to: direct the work of others; analyze and render decisions
from available data; prepare clear, concise and comprehensive instructions
and reports; conduct management studies and analyses; deal effectively
with governmental officials, employees, legislators and the public.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet
the health and physical condition standards deemed necessary and proper
for performance of the duties.
