HomeMy WebLinkAbout15A2048 VEHICLE REGISTRATION & LICENSING MANAGER 20160512DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUA'1 VEHICLE REGISTRATION AND LICENSING MANAGER 15A2048 EM -03; BU -13X Duties Summary: Plans, directs and coordinates the activities of the Vehicle Registration and Licensing Division, which includes the driver licensing, financial responsibility, State of Hawaii Periodic Motor Vehicle Inspection (PMVI), motor vehicle registration and titling, moped, bicycle, trailer registrations, Hawaii State identification cards, parking permit for person with disabilities, business license programs, etc.; develops and implements policies, procedures and regulations for the various programs; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to administer the activities relating to the Vehicle Registration and Licensing Division for the County of Kaua'i. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Develops, recommends, implements, and administers policies and regulations relating to the registration and title of motor vehicles; motor vehicle weight taxation; driver licensing; financial responsibility enforcement; inspection of common carrier operations and safety check station; and the issuance, control and regulation of business /occupational, dog and bicycle licenses and taxi permits, etc.; • Develops and implements operating policies, standards, procedures, and guidelines for the execution and application of federal, state, and county licensing laws and regulations applicable to the various programs; • Develops, recommends, and implements revenue accounting controls to ensure proper fiscal management; reviews all accounting and statistical records for completeness, accuracy, and timeliness of deposits, monitors adherence to accounting and program controls; • Directs, through subordinate supervisors, the various program activities including the issuance of permits and licenses, collection and accounting of fees, driver license examinations, financial responsibility enforcement, and periodic motor vehicle inspections; • Directs the preparation and maintenance of all operational reports and records; reviews reports and monitors activities to ensure efficient delivery of services; Vehicle Registration and 2 Licensing Manager 15A2048 • Oversees the division's fiscal, equipment and inventory functions; prepares, justifies and monitors the division's annual budget; researches and applies for grants; monitors grant funding and prepares all required reports; • Plans and develops the division's long -range plans; • Directs the personnel function for division; determines organizational and staffing requirements; • Recommends personnel actions such as hiring, promotion, transfers, disciplinary actions and termination; prepares employee performance appraisals; counsels or provides and coordinates training; investigates complaints of employee misconduct and disciplines as necessary; • Oversees the division's safety program to ensure a healthy and safe environment; • Serves as the principal resource regarding the motor vehicle and licensing programs; provides technical advice to County officials and employees; • Represents the department at Council meetings, public hearings, community organization meetings, and at meetings with other governmental agencies on matters relating to motor vehicle and licensing; • Keeps abreast of all laws, regulations and rulings on matters related to the various programs; determines the impact on the County's programs; drafts changes to ordinance, policies and procedures as necessary; • Plans and develops an educational and informational program for the public; prepares informational brochures and develops a website with program information and forms for the public to access; develop and expand on -line services; • Conducts staff meetings and maintains effective communication to promote an effective team; • Identifies newly developed and emerging technological solutions and applications that increase operational efficiency; plans and coordinates updates of the computerized functions and activities affecting the various programs; work to streamline processes; • Performs other related duties as assigned. Vehicle Registration and 3 Licensing Manager 15A2048 Minimum Oualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in accounting, business or public administration, economics or a related field and three (3) years of responsible business or public administration work experience, which shall have included fiscal or program management activities, including the development and implementation of program policies and procedures. Knowledge of: principles and practices of administration, organization and management; principles and practices of supervision; fiscal management including financial reporting and revenue accounting controls; public relations; Federal, State and local laws, regulations and ordinances applicable to motor vehicle licensing, traffic safety and common carrier operations; laws, ordinances and regulations applicable to the registration and /or licensing of businesses /occupations, dogs, bicycles, mopeds, trailers and taxi -cabs; report writing. Ability to: plan, coordinate, and evaluate the work of subordinates; interpret and apply applicable laws, ordinances, and regulations; develop and implement operational policies, guidelines and procedures; analyze information and make sound decisions; conduct research and prepare clear and concise reports and recommendations; establish effective informational and public relations programs; deal effectively with governmental officials, employees and the public; attend departmental and community meetings and public hearings at various locations and times island -wide; conduct meetings and evaluations with staff; operate personal computer and peripheral equipment using various software applications. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
