HomeMy WebLinkAbout15A2055 RISK MANAGEMENT OFFICER 20080718DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI RISK MANAGEMENT OFFICER 15A2055 Duties Summarv: Plans, directs and administers a comprehensive county- wide program for risk management and loss control; develops policies, procedures and programs; negotiates and oversees administration of insurance contracts; maintains, evaluates and monitors the County's exposures to property and liability loss; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to administer the County's risk management program; identify and evaluate the County's exposures to risk and liabilities and monitor loss prevention; and provide technical assistance as the County's resource on issues of risk management. Examples of Duties: Plans, develops and collaborates with departments to implement county -wide risk management policies, procedures, programs and controls; continually identifies property and liability loss exposures, including those associated with employee safety and workers' compensation; oversee the follow -up or investigation of problematic issues, questionable claims and complex cases; analyzes and defines the extent of exposures; determines effective methods of avoidance, reduction, prevention, assumption or transfer of risks to provide optimum coverage at minimal cost; monitors the insurance industry and develops risk financing strategies; obtains actuarial evaluations of County self - insurance programs; develops criteria for loss funding programs and setting of loss reserves; develops and directs strategies and risk analyses for self - insurance options; develops strategies and designs commercial insurance programs; processes, negotiates and oversees the administration of the County's insurance contracts; directs the development and administration of loss prevention programs, policies and procedures; advises departments in developing and implementing internal procedures for RISK MANAGEMENT OFFICER 2 15A2055 compliance; conducts and /or coordinates risk management seminars and training sessions; establishes and maintains records and statistics on the risk management and loss control programs; analyses data to identify areas of concern needing appropriate corrective actions; reviews purchasing /procurement practices and procedures to ensure that risk management concerns are addressed; provides technical assistance to all departments /agencies in evaluating programs and activities to minimize risk exposure; keeps abreast of and analyzes governmental regulations, laws and rulings concerned with insurance and risk management to determine their impact on the County and its programs; implements appropriate action to stay in compliance; prepares ordinance amendments and legislation proposals on matters affecting the County's risk management programs; prepares and justifies the annual budget for program expenditures; sets appropriate reserves based on a review of pending claims; assigns and reviews the work of subordinates; may recommend personnel actions including hiring, promotion, disciplinary actions and termination; plans, develops and implements long -range program plans for risk management; prepares and directs the preparation of operational and technical reports; directs the conduct of special research or studies and makes recommendations. Minimum Qualification Requirements of the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business administration or a related field, and progressively responsible work experience of the type and quality described below: Three and one -half (31-�) years demonstrating a knowledge of risk management principles and applications including risk financing and loss control; One (1) year of supervisory work experience involving planning and directing the work of others, assigning and reviewing their work, and advising them on difficult and complex program areas; One (1) year of administrative experience which involved active participation in, and major responsibility for, the development, management, execution and coordination of policies, activities and programs. Such experience must have provided RISK MANAGEMENT OFFICER 3 15A2055 applicants with knowledge of and demonstrated ability to plan, organize, coordinate and direct the work of others; plan program goals and objectives; develop and implement methods of evaluating program effectiveness; prepare and execute budgets including manpower, materials and equipment; develop and execute policies, rules, regulations and procedures; work effectively with others in coordinating program goals; and participate in legislative presentations and committee meetings. License Requirement: Possession of a valid motor vehicle operator's license as required of the position. Knowledge of: risk management and insurance principles, concepts and techniques; types and purposes of insurance policies and coverage; principles and practices of supervision and program administration; public relations; data collection, analysis and evaluation techniques to identify loss exposure. Ability to: administer a county -wide risk management program; identify and resolve operating problems in risk management; collect, maintain and analyze information; interpret, evaluate and explain laws, ordinances and regulations; write clear and concise reports for management analyses; prepare administrative directives; plan, direct and control the work of others; maintain effective working relationships with County officials, insurance company representatives, and the public; communicate effectively, both orally and in writing. Health and Physical Condition Requirements: Persons seeking appointment to the position in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
