EXECUTIVE ON TRANSPORTATION 15A2091
Duties Summarv:
Provides management and administrative support
services to the Transportation Agency; plans, develops,
administers and directs transportation programs; provides
and maintains safe and accessible transportation services;
coordinates grant applications in securing federal, state
and local funds; and performs other related duties as
required.
Distinquishinq Characteristics:
This class is distinguished by having full and
continuing responsibility for developing, directing and
implementing specific programs for the Transportation
Agency funded through federal, state and county funds.
Examples of Duties:
Manages daily operational and personnel management
functions of the Transportation Agency; plans, directs,
develops and coordinates transportation services, fixed -
route and paratransit operations; formulates and
administers agency administrative and operational policies
and procedures in compliance with Federal, State and County
rules and regulations and collective bargaining agreements;
manages, plans, coordinates and develops resources for
programs including preparation of transportation grants and
funding proposals; prepares and manages the agency's multi -
funded annual budget, including funding from the Federal,
State and County; oversees agency personnel hiring,
training and organizing staff resources; researches and
prepares bid specifications, resolutions, ordinances and
contracts; identifies and assesses long range and short
term community transportation needs for level and type of
service requirements for various developments, including
residential, business and human service organizations and
provide recommendations for service; monitors funding
source compliance and prepare reports for various funding
sources; supervise, directs and manages the activities of
subordinates; investigates and resolves grievances with
employees and unions; develops and implements promotional

marketing and training and educational efforts; represents
the County at meetings and conferences with government
agencies, the County Council and community groups relating
to transportation matters.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education
and experience substantially equivalent to graduation from
an accredited college or university with a baccalaureate
degree in public or business administration or a related
field, and four years of experience in public
administration and /or planning and coordinating activities
for a transportation program, one of which shall have been
in an administrative or supervisory capacity.
License Requirement: Possession of a valid motor
vehicle operator's license; license, certification,
registration as required by Federal, State or County
government.
Knowledge of: principles and practices of public
administration, including planning, budget administration,
organization and public relations; Federal, State and
County regulations applicable to public carriers;
principles and practices of public relations and the
dissemination of information; principles and practices of
supervision; report writing; grant writing; inspectional
and investigative practices and techniques; Federal drug
testing regulations and ADA requirements applicable to
transportation operations.
Ability to: interpret and administer Federal, State
and County regulations relating to public carriers; plan,
assign, direct and evaluate the work of others; develop
operating standards and policies; formulate long range
objectives and goals; prepare proposals for grants and
manage grant funds; develop and maintain effective
relationships with other government and community agencies;
deal tactfully and effectively with the public.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class
must meet the health and physical condition standards
deemed necessary and proper for performance of the duties.

class EXECUTIVE ON TRANSPORTATION effective May 25,
2007.
