Duties Summary:
Responsible for management and administration of the civil defense program
and multi- hazard mitigation planning for the County of Kauai under the direction of the
Mayor; coordinates and centralizes emergency response and disaster preparedness
activities in conjunction with government and other related organizations, assisting with
planning, programming and execution of local civil defense activities and actions; and
performs other related duties as required.
Distinguishing Characteristics:
This single - position class is distinguished as a cabinet -level manager responsible
for maintaining a high level of preparedness for natural and manmade disasters,
including but not limited to activation of the Emergency Operating Center, and
responding to State, Civil Defense. The Emergency Management Officer is delegated
broad authority from the Mayor, Kauai's Deputy Director of Civil Defense, with latitude to
establish policies, make decisions, formulate plans, issue directives and controls over
agency operations. The position ensures conformity to "Threat Level Conditions" and
procedures set by Federal and State authorities for the protection of critical
infrastructure.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Promulgates the planning, development, execution and testing of the County's
Emergency Operations Plan;
• Oversees the County's warning system to include outdoor sirens, emergency alert
system (EAS), other communications and data systems, including plans, exercises
and standard operating procedures;
• Coordinates, supports and integrates volunteers and volunteer organizations into
the County civil defense system;
• Supervises coordinative efforts to ensure operational infrastructure are
disseminated and communicated to all levels of government;
• Tests plans through training exercises and alerts to determine effectiveness and
worth;

• Serves as the Mayor's representative pursuant to the Civil Defense and
Emergency Act in cooperation with Federal, State and local departments and
community leaders;
• Administers resource management planning and problem resolution;
• Plans, organizes and coordinates natural and national emergency preparedness
as the County's point of contact with the U.S. Department of Homeland Security
to plan for mobilization for non - military defense, including warnings, evacuation,
communications and public safety and health operations;
• Defines emergency roles for local offices and agencies as designated by the
Governor and Mayor;
• Plans for management of County resources in emergencies and their recovery
efforts;
• Maintains an active major disaster emergency shelter program and system;
• Prepares the operational budget for the agency;
• Makes speeches and public appearances for civil defense programs;
• Oversees grants and assists in direction of programs for public safety first
responders and partners; and
• Directs the countywide civil defense information and education program and
directs preparation and distribution of preparedness brochures.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience substantially
equivalent to graduation from an accredited college or university with baccalaureate
degree and five (5) years of progressively responsible, professional experience in
administering the activities of a large organization or groups of organizations.
License Requirement: Possession of a valid motor vehicle operator's license
(Hawai`i Type 3 or equivalent) as required.
Knowledge of: civil defense laws; Federal legislation affective civil defense
administration; principles of organization and administration; government organization of
the State of Hawaii and its political subdivisions; principles and practices of supervision;
public relations.

Ability to: assimilate details and analyze problems; act decisively in emergencies;
speak effectively before large groups; organize and chair meetings and conferences at
executive level; organize and coordinate activities of large numbers of volunteers and
organizations.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.
Special Working Conditions: irregular hours, shifts, weekend, holiday work, and
exposure to hazards as required.
This is a reinstatement and retitling for the class EMERGENCY MANAGEMENT
OFFICER, which was approved on May 21, 2008, amended on December 9,
2013, and is to be substituted for that specification.
