ASSISTANT CHIEF OF WATER OPERATIONS 15A2183

Duties Summary:
Assists in planning, directing, and coordinating the operation and maintenance of the
water service system for the County of Kauai; and performs other related duties as
required.
Distinguishing Characteristics:
This class assists the Chief of Water Operations in the overall management of the
division's projects and programs through direction, coordination, and supervision of the
Operation Division of the Department of Water.
Examples of Duties:
• Assists in administration and planning of all work activities involved in construction,
maintenance, and operations of water system projects for the County;
• Participates in preparing the operating budget and handling grievances for the
division;
• Reviews and acts on calls and complaints on division activities, and coordinates
emergency functions to minimize interruption of water service;
• Plans, directs, supervises, and coordinates the maintenance and upkeep of the
County's plant facilities and operations, including pump and chlorinating stations,
treatment plants, shaft facilities, telemetering and communication systems, electrical
control systems and related appurtenant installations;
• Supervises the inspection and testing of repaired or renovated deep wells, booster
pumping units, or other water system appurtenances for review and approval of
awards and final payments of construction and service contracts;
• Reviews requisitions of plant section supplies and equipment ensuring inventory
control and maintenance;
• Supervises and conducts performance contract monitoring of total energy and
operational cost savings for the Department;
• Participates in the formulation of divisional policies and procedures;
• Maintains records and prepares operational and performance reports;

OPERATIONS
• Plans the organization and recommends staffing needs for the division;
• Represents the Chief of Water Operations at meetings or conferences on matters
pertaining to water system operations; and
• Assumes the responsibility for administering the programs and activities of the
Operations Division in the absence of the Chief of Water Operations.
Minimum Oualification Requirements for the Class:
Training and Experience: A combination of education and experience substantially
equivalent to graduation from an accredited college or university with a baccalaureate
degree in business administration, public administration, engineering or a related field, and
four (4) years of professional experience in major water works, public works, or field
operations functions which included the repair, construction, maintenance, and installation
of mechanical, electrical, electronics, and telemetric equipment, pipelines, and pumping or
industrial plant machinery and equipment.
License Requirement: Possession of a valid motor vehicle operator's license.
Knowledge of: theories, principles, and practices of civil and mechanical engineering
and hydraulics; surveying and construction principles and practices relating to engineering
design; proper inspectional methods and techniques; principles and practices of
supervision, research methods and techniques.
Ability to: plan, organize, direct, assign, coordinate, and inspect work performed in
the construction, maintenance, and repair of water works facilities, including mechanical,
electrical, and electronic equipment; make sound engineering evaluations, conclusions, and
recommendations; read and interpret plans and specifications; give and follow oral and
written instructions; prepare and justify budget estimates; develop and maintain effective
relationships with others; keep records and prepare reports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the duties.
This is an amendment and reinstatement of the specification for the class ASSISTANT CHIEF
OF WATER OPERATIONS, which was approved on February 1, 2001.
