HomeMy WebLinkAbout15A2185 CHIEF OF WATER OPERATIONS 20131119DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI CHIEF OF WATER OPERATIONS 15A2185 EM -05 Duties Summary: Plans, directs and coordinates all activities pertaining to the island -wide operation and maintenance all activities pertaining to the island -wide operation and maintenance of the water service system and pumping and treatment plans and appurtenances of the Department of Water, and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for administering the activities of the Operation Division of the Department of Water. The Chief manages the overall affairs of programs assigned to the division through supervisors, and is responsible for the proper operation of the Department's water plant facilities and water distribution systems. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) Manages the overall affairs of the Operations Division and all programs assigned to it; Plans, assigns, coordinates and reviews through subordinate supervisors the construction, repair, maintenance, overhaul and operation of all water distribution facilities, including pipelines, valves, service laterals, water meters, fire hydrants, etc., assigned water plant facilities (e.g., deep -well pump stations, booster pump stations, water tanks and reservoirs, pressure control valve stations, etc.), and Supervisory Control and Data Acquisition ( SCADA) systems; Plans, directs, coordinates and reviews the installation, calibration, testing, repair, maintenance and overhaul of telemetering, supervisory control and inter- communicating equipment; • Plans and coordinates preventive maintenance programs for all water pumping treatment and distributing equipment including all mechanical, electrical and telecommunicating equipment; Directs the corrective and preventive maintenance activities of the SCADA system, communication system and security devices; Chief of Water Operations 2 15A2185 • Establishes, reviews, evaluates and analyzes the Operation Division's policies and procedures, programs and services, performance standards and work rules and regulations; • Enforces the policies, rules, regulations and procedures of the Division; • Coordinates projects and activities of each district consistent with program schedules, priorities, material, equipment and personnel needs; • Reviews, analyzes and make recommendations of approval of major construction and alteration projects; • Conducts operational hydraulic analysis and determines system weakness for improvement and corrections; • Makes hydraulic calculations and analysis on consumer complaints and recommends solutions; • Develops and implements in- service training and safety programs for all division personnel; • Reviews operation and manpower needs and formulates justification for inclusion of division's budget request; • Directs the maintenance and upkeep of all groups and landscape areas; • Handles employee relation matters such as informal and formal grievance and disciplinary actions; • Performs special staff assignment, requiring research, analysis and preparation of reports with recommendation for the manager and Chief Engineer on plant operation matters as well as in general administrative areas as assigned; • Reviews and resolves personnel problems; • Liaison to management and other divisions; and • Assists in public relations matters for the Department. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with baccalaureate degree in business administration, public administration, engineering or a related field and five (5) years of experience in the management of a major water works, public works Chief of Water Operations 3 15A2185 or field operations function which shall have included the repair, construction, maintenance and installation of mechanical, electrical, electronics and telemetric equipment, pipelines and pumping or industrial plant machinery and equipment. License Requirement: Possession of a valid motor vehicle operator's license (Hawai'i Type 3 or equivalent). Specialty certifications may be required consistent with requirements of the position. Knowledge of: principles and practices of public administration, organization, public relations and reporting; principles of civil and mechanical engineering and hydraulics; occupational hazards and safety practices; construction practices, methods, costs, materials and equipment; research methods and techniques; a good working knowledge of SCADA systems, including programs and communication equipment. Ability to: plan, organize, direct, assign, coordinate and inspect work performed in the construction, maintenance and repair of water work facilities, including mechanical, electrical, electronic equipment; review, analyze and interpret plans and designs prepared by engineers and contractors and recommend changes to meet operational and functional requirements; read and interpret plans and specifications; give and follow oral and written instructions; prepare and justify budget estimates; develop and maintain effective relationships with others; coordinate and conduct training classes. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. Special Working Conditions: Must be available for stand -by duty for immediate response in cases of emergency; exposure to hazardous and obnoxious conditions as required. This is an amendment to the specification for the class CHIEF OF WATER OPERATIONS which was approved on October 22, 1986, amended on April 8, 2010, and is to be substituted for that specification.
