HomeMy WebLinkAboutResolution No. 2017-48COUNTY COUNCIL COUNTY OF KAUA’I 3aei~o1utton No.2017-48 RESOLUTION ACCEPTING AND ENDORSING THE SHORT-RANGE TRANSIT PLAN AS A POLICY GUIDELINE FOR THE COUNTY OF KAUA’I WHEREAS,the Kaua’i Short-Range Transit Plan (SRTP)seeks to provide direction for the County of Kaua’i (County)to improve transit mobility through operational efficiency gains and additional investments;and WHEREAS,the SRTP is intended to serve as a guide for improving fixed-route transit service and paratransit service,and establishes a short-range road map for The Kaua’i Bus that addresses fixed-route operations,marketing,fares,paratransit, internal organization,infrastructure,and financing,and provides a menu of possible actions depending on the level of funding available;and WHEREAS,the SRTP is intended to serve as a guide for improving marketing materials and making the system more attractive to current and potential customers; and WHEREAS,the SRTP embodies the goals and direction of the Kaua’i Multimodal Land Transportation Plan (MLTP,adopted January 2013),and encompasses concepts and direction from the Kaua’i Transit Feasibility Study;and WHEREAS,the SRTP seeks to promote a cost-neutral set of short-term transit improvements that support efficient transit system operations and reinvests cost savings found through operational efficiencies back into improvements to transit service;and WHEREAS,implementation of the proposals contained in the SRTP would result in far reaching outcomes that support many of the goals of this plan;now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I, STATE OF HAWAI’I,that the Kaua’i Short-Range Transit Plan is hereby adopted to provide policy direction for the County of Kaua’i. BE IT FURTHER RESOLVED,that the SRTP be used to guide policies, ordinances,the allocation of transportation funding,the prioritization of transportation projects,and future transportation plans throughout the County. BE IT FURTHER RESOLVED,that the SRTP be used to guide policies related to the provision of paratransit service in the County. BE IT FURTHER RESOLVED,that changes to fares proposed by the SRTP would be adopted into ordinance by a separate Council action. BE IT FURTHER RESOLVED,that the County’s transit services be grown via a mix of funding strategies intended to continue recent growth in transit ridership. BE IT FURTHER RESOLVED,that the County will utilize the SRTP as a guide to improve public transit in order to improve mobility and quality of life. BE IT FURTHER RESOLVED,that the County emphasizes the SRTP transit policies,programs and projects that reinforce and strengthen economic vitality and transit mobility island-wide. BE IT FINALLY RESOLVED,that copies of this Resolution and the Kau&i Short-Range Transit Plan be forwarded to the State of Hawai’i Department of Transportation (DOT),DOT-Highways Division,Kaua’i District Office,the Kaua’i Planning Commission,Planning Director Michael A.Dahilig,Acting County Engineer Lyle Tabata,and Executive on Transportation Celia M.Mahikoa.
