RESOLUTION URGING THE UNITED STATES
TO CONDUCT DIPLOMATIC TALKS WITH NORTH KOREA,
WITH THE GOAL OF SIGNING A PEACE TREATY
WHEREAS,Hawai’i,known to its indigenous people as the “piko”(navel)of
the Pacific,is geographically and culturally situated between the continents of Asia
and North America;and
WHEREAS,tensions between North Korea and the United States (U.S.)are
at an unprecedented high,due to displays of brinksmanship,which is an out-of-date
strategy in our nuclear era;and
WHEREAS,Hawai’i is geo-strategically vulnerable as a target in the event of
war;and
WHEREAS,no peace treaty was ever signed to end the Korean War—only an
Armistice in 1953,which called for the signing of a peace treaty within 90 days,as
well as the removal of all foreign military troops from the peninsula;and
WHEREAS,one out of five North Korean civilians were killed during the
1950s when the U.S.dropped more bombs on them than were dropped in the entire
Pacific theater during World War II,and more napalm was used than during the
entire Vietnam War;and
WHEREAS,Hawai’i’s culture is centered around the concept of “aloha”
(friendship)and is a crossroads of east and west,which gives it a unique role in its
authority to call for peace between the U.S.and North Korea;and
WHEREAS,six former high-level experienced U.S.government officials from
both Republican and Democratic administrations over the past 30 years sent a
letter on June 28,2017 to President Trump strongly advising that the U.S.begin
diplomatic talks with North Korea;nOw,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I,
STATE OF HAWAI’I,that it urges swift action toward diplomatic talks between the
U.S.and North Korea.
BE IT FURTHER RESOLVED,that one of the key goals of diplomatic talks
between the U.S.and North Korea must be to fulfill the commitment of the 1953
Korean War Armistice which called for the signing of a peace treaty.
BE IT FINALLY RESOLVED,that the County Clerk shall forward a copy of
this resolution to Mr.Dennis Rodman,Mayor Bernard P.Carvaiho,Jr.,
Governor David Y.Ige,U.S.Senator Mazie Hirono,U.S.Senator Brian Schatz,
U.S.Secretary of State Rex Tillerson,U.S.Secretary of Defense James Mattis,and
U.S.President Donald Trump.
