Report by the Permitted Interaction Group (PIG) on its recommendation to host the 2017 State of
Hawaii Police Commissioners' Conference on Kauai. (On-going)
KPC 2016-18:
Report by the Permitted Interaction Group (PIG) on its recommendations to revise the Chief of
Police Performance Evaluation Form to include providing the Chief with feedback as it relates to
his performance evaluation and a probationary period for the new police chief.

KPC 2017-01
Discussion on adding two new rules to the Kauai County Police Commission Rules on
Administrative Practice and Procedure as it relates to an organizational history for the Chief's
evaluation and a probationary period for the new police chief. (On-going)
KPC 2017-05
Report by the Permitted Interaction Group (PIG) on creative financing for the recovery of costs
for services provided by the Kauai Police Department.
KPC 2017-06
Discussion on the Police Department's budgetary goals for FY 2017-2018 and related matters.

EXECUTIVE SESSION
ES KPC 2017: 004:
Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (4), §92-9 (a) (1-4) and (b), the purpose of
this Executive Session is for the Commission to approve the Executive Session minutes of
January 27, 2017, and to consult with its attorney on issues pertaining to the Commission's
powers, duties, privileges, immunities, and/or liabilities as they may relate to this agenda item.
Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (2) and (4), the purpose of this Executive
Session is for the Commission to dismissal, or discipline of an employee or officer of charges
brought against the officer or employee, where consideration of matters affecting privacy will be
involved, provided that if the individual concerned requests an open meeting, an open meeting
shall be held; and to consult with its attorney on issues pertaining to the Commission's and the
County's powers, duties, privileges, immunities, and/or liabilities as they may relate to the
following agenda items:
Kaua` i Police Commission — Friday, February 24, 2017
ES KPC 2017-005
Chief Perry's monthly report on the status of the Department's disposition on formal notarized
complaints that were filed with the Police Commission and forwarded to the Office of the Chief
for further review plus a verbal brief on any significant adverse incidents/events that could
potentially impact the County, Commission and KPD.
RETURN TO OPEN SESSION
Ratify the actions taken by Police Commission in Executive Session for the following agenda
items: ES KPC 2017-004 and ES KPC 2017-005
EXECUTIVE SESSION
Pursuant to Hawai'i Revised Statutes, ("H.R.S.") §92-7 (a), the Commission may, when deemed
necessary, hold an Executive Session on any agenda item without the written public notice if the
Executive Session was not anticipated in advance. Any such Executive Session shall be held
pursuant to H.R.S. §92-4 and shall be limited to those items described in H.R.S. §92-5(a).
Discussions held in Executive Session are closed to the public.

4. If you are unable to submit your testimony at least 24 hours prior to the meeting,
please provide 10 copies of your written testimony at the meeting.
While every effort will be made to copy, organize and collate all testimony received, materials
received on the day of the meeting or improperly identified may be distributed to the members

Recruitment Status Comments
Police Services Status of the 891b Recruit Class - The Dcpartment of Human
Officer Resources (HR) held a written exam for Police Candidates on
09/24/2016. 11 passed the written exam and were referred. 3 of
the 11 names referred are currently in the background phase of
the hiring process. 8 of the 11 names referred have bcen
eliminated from the hiring process.
HR held a written exam for Police Candidates on 12/03/2016. 5
passed the written exam and were referred. 1 of the 5 names
referred are currently in the background phase of the hiring
process. 4 of the 5 names referred have been eliminated from the
hiring process.
HR held a written exam on 01 /28/2017. 70 people applied, 65
were invited to take the exam, 22 showed up for the exam, 17
people passed and 5 did not pass. An officer who resigned from
the Kauai Police Department in 2014 reapplied and was referred
by HR, therefore 18 names were referred. All 18 applicants
passed the PRST Phase on 01/29/2017. All 18 applicants are
now in the Personal History Questionnaire Phase.
Emergency 3 Vacancies Two candidates have been given conditional job offers. Both are
Services pending their pre-employment medical exam and drug screen
Dispatcher testing, which will be completed this week. If both candidates
pass both these phases, they will begin employment on March 1,
2017.
Senior Clerk 1 Vacancies This position was not filled in January of 2017 but a Senior
Clerk has been hired. The new Senior Clerk officially began
employment on February 1, 2017.
Program 1 Vacancies This position was not filled in January of 2017 but a Program
Specialist I Specialist has been hired. The new Programs Specialist will
officially begin employment on March 1, 2017.
Records Clerk 1 Vacancies This position was not filled in January of 2017 but a Records
Clerk has been hired. The new Records Clerk will officially
begin employment on February 16, 2017.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS:
January 6, 2017: The Records Supervisor, Research & Development Lieutenant and ATB Captain
interviewed two (2) candidates for the vacant Records Clerk Position. A candidate
was selected and their anticipated start of employment date will be February 16,
2017.
January 9, 2017: The 88'b Police Rccruit class consisting of six male recruits and one female recruit
began their seven (7) month training program.
January 17-31, 2017: Department In -Service training for the PRST, TASER CEW re -certification, and
Use of Force legal updates where conducted.

January 29, 2017: A Research & Development Sergeant and Two (2) Training Sergeants provided
the PRST, Pre -Psychological Examination and Personal History Questionnaire
Packets to 18 potential Police Officer Candidates.
January 2017: The Fleet Coordinator outfitted nine (9) New SUV's for the Patrol Services
Bureau.
SPECIAL PROJECTS:
January 19,2017: Abandoned Vehicle Coordinator assisted the Department of Hawaiian Home
Lands (DHHL) in identifying, citing and removing Forty Four (44) Abandoned /
Derelict Vehicles.
January 21, 2017: A Training Sergeant participated in a Tobacco Compliance Check focusing on
retail establishments illegally selling tobacco products to minors. One MK
citation was issued. Refer to ISB monthly report for further details.
MEETINGS:
January 12, 2017: The ATB Assistant Chief attended the Hawaii E911 Board of Directors Meeting
on Oahu to discuss statewide response to emergency dispatch calls.
January 17, 2017: The Training Lieutenant and a Training Sergeant attended the Securitas Security
watch commanders meeting to brief them on KPD's response and protocol in the
event of an active -threat at the Lihue Airport.
January 26, 2017: Research & Development Lieutenant attended the SCID Meeting on Oahu
regarding Statewide Radio Interoperability.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS (SRO & K -PAL):
January 21, 2017 The Special Focus Lieutenant, Community Relations Sgt., and an SRO
conducted a Tobacco Compliance Check special project- During the
project, a total of 42 separate businesses were checked, and two separate
store employees were cited for selling tobacco products to a minor.
MEETINGS
January 10, 2017 The Community Relations Sgt. met with the head boxing coach of the
Hanapepe K -Pal gym, and also toured the Lihue K -PAL Youth Center
and visited the boxing participants.
January 12, 2017 The Community Relations Sgt. attended a Prevention, Awareness, and
Understanding (P.A.U.) meeting at the Kaua'i Community College.
January 24, 2017 The Community Relations Sgt. attended a Case Review and Case
Tracking meeting with Mult-discplinary team members to include the
Kauai Children's Justice Center.
January 26, 2017 The Community Relations Sgt. met with a male assistant wrestling coach
from the Kauai High School, who is interested in partnering up with
K -PAL in hosting a wrestling clinic with a former NCAA wrestling
champion and UFC Fighter (Mark Munoz), who also does anti -bullying
campaigns throughout the U.S. mainland.
The Community Relations Sgt. met with a male community member who
was interested in starting a Neighborhood Watch (NW) program within
his Kalaheo neighborhood. Future meetings will be scheduled to help
develop a NW program in the requested area.

January 4, 2017 An SRO gave a presentation on the dangers of drugs and e-
cigarettes/vaping at the Girl's Court located at the 5t' District Court.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS:
Sexual Assault
ISB responded to a call out of a reported Sex Assault case. Investigation revealed that a juvenile
male subject reported being sexually assaulted by an adult male subject. A forensic interview
was conducted with the victim and a disclosure was made and a 37 year old male suspect was
arrested on two (2) counts of Sexual Assault 3`d and posted $100,000 bail.

Missing Person
ISB was notified by PSB of a missing person's case on the north shore of Kauai. Investigation
revealed that a 20 year old female subject was observed wading out into the high surf at Anini
Beach when she became distressed and called for help. The victim's male companion attempted
to rescue her but became distressed himself. A nearby resident of the beach area paddled out to
the male companion, saving him, but the female subject could not be found. The U.S. Coast
Guard and Kauai Fire Department responded to the scene and searched for the female subject
and after four days suspended their search.
Death Related Report
ISB responded to a report of an unknown female recovered from the waters along the Na Pali
coastline area. Investigation revealed the identity of the female subject as Ramona Van Schendel
of the Netherlands. An autopsy was performed and the cause of death was due to a high velocity
fall and impact. No foul play and/or suspicious circumstances were noted and/or observed at the
scene or on the deceased and next of kin notification was done through the U.S. Consulate's
Office.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS (SPECIAL FOCUS DETECTIVES):
An adult female was swept out to sea while swimming in the Hanalei District. A Property
Detective assisted the Persons Section with the search efforts. The adult female has not been
located at this time.
Lieutenant, Community Relations Sergeant, and a School Resource Officer conducted a Tobacco
Compliance Sting. A total of 42 separate businesses were checked, and two separate store
employees sold tobacco to minors, and were cited.

COMMUNITY ACTIVITIES AND INVOLVEMENT
January 28, 2017 Lieutenant and Community Relations Sergeant participated in the I"
Annual 2017 Super Keiki Day held at the Wilcox Medical Center, and
provided information pertaining to the K -PAL program, and anti-drug and
bullying awareness. Over 100 hundred children attended the event.
Month of January Lieutenant volunteered as a Basketball Coach for the Eastside Basketball
League.
Month of January Detective volunteered with youth Sunday school classes for the New Hope
church in Kapaa. Detective volunteered for three (3) Sundays.

NOTABLE HIGHLIGHT
• Four parcels were located at the FedEx sorting facility at the Lihue Airport with a
positive canine alert. Search warrants obtained and 493.9 grams of processed marijuana
and 12 marijuana edibles were seized.

• Five Officers attended "The Bulletproof Spirit" Fmotional Survival & Wellness

• Nine Officers attended Firearms Training
• One Officer the Mayor's Advisory Committee on Enforcement Meeting
III. COMMUNITY ACTIVITIES AND INVOLVEMENT
Four Officers planned, organized, and conducted a Community Oriented Policing
activity at the All Saints Preschool located at 4-1065 Kuhio Highway, Kapaa.
Officers arrived and set up static displays that included the Incident Command
Vehicle and a marked Patrol Sport Utility Vehicle. The Officers took the students
on a tour of the displays and answered questions from both the students and
teachers. Officers also conducted a small class to enlighten the young students on
"Stranger Danger" with "KNOW/SAY NO/GO/TELL". There were
approximately 54 Students that attended the event.
