EXECUTIVE SESSION Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (2) and (4), the purpose of this Executive Session is for the Commission to review and discuss charges brought against an officer or employee of the County, where consideration of matters affecting privacy will be involved, provided that if the individual concerned requests an open meeting, an open meeting shall be held; and to consult with its attorney on issues pertaining to the Commission's and the County's powers, duties, privileges, immunities, and/or liabilities as they may relate to the following agenda items: ES KPC 2017-005 Chief Perry's monthly update on the status of the Department's disposition on fon-nal notarized complaints that were filed with the Police Commission and forwarded to the Office of the Chief for further review. (On-going) ES KPC 2017-006: Briefing on any significant adverse incidents/events involving KPD personnel that could potentially impact the County, Commission and the Kauai Police Department. (On-going) ES KPC 2017-013: Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (4), §92-9 (a) (1-4) and (b), the purpose of this Executive Session is for the Commission to approve the Executive Session minutes of March 24, 2017, and to consult with its attorney on issues pertaining to the Commission's powers, duties, privileges, immunities, and/or liabilities as they may relate to this agenda item. ES KPC 2017-014: Pursuant to Hawaii Revised Statutes §92-4 and §92-4 (a) and (4), the purpose of this Executive Session is to discuss the County of Kauai Grievances and Complaints Policy for Department Heads that can be removed by the County Boards and Commissions. This consultation involves consideration of powers, duties, privileges, immunities and/or liabilities of the Kauai Police Commission as they may relate to this agenda item. March 20-24, 2017 Two Training Sergeants attended the International Law Enforcement Educators and Trainers Association Conference in St. Louis, MO. and are now certified instructors in Stop Stick Application, Taser Weapons Certification and as Glock Firearms Armorers. SPECIAL PROJECTS: March 1, 2017: Vehicle Disposal Project was conducted resulting in Six (6) vehicles being removed from the KPD Evidence Lot area and brought to the Puhi Metals Facility for Recycling. March 3, 2017: The Research & Development and Training Lieutenants conducted a Police Commission Orientation at the Lihue KPD Headquarters. Two (2) Police Commissioners attended the orientation. March 4, 2017: The Research & Development Lieutenant coordinated an Honor Guard Detail for a Police Chaplin's Funeral Set -vices. March 28, 2017: Vehicle Disposal Project was conducted resulting in Four (4) vehicles being removed from the KPD Evidence Lot area and brought to the Puhi Metals Facility for Recycling. MEETINGS: March 8, 2017: The Training Lieutenant attended a meeting at Coast Guard -Station Kauai, along with supervisors from PSB and ISB to discuss collaborative law enforcement efforts. COMMUNITY ACTIVITIES AND INVOLVEMENTS: March 1, 2017: A Training Sergeant did a presentation of the Armored Rescue Vehicle to a Cub Scouts Troup. March 14, 2017: Research & Development Lieutenant did a 1 %2 hour presentation on signs of suicide to the Porto Players acting troupe at Island School in Puhi. Approximately 10 juveniles ranging in ages fi•om 12-19 years old were in attendance. March 2017: The Fiscal Supervisor Volunteered on both the Wilcox Elementary Schools and A'e Kamali'i Preschools PTSA Boards. March 2017: The Research & Development Lieutenant Volunteered as a Tennis Coach for Youth Program at the Kauai Community College. The adult female victim reported being sexually assaulted by a current KPD officer, ISB investigation revealed that an adult female subject reported being sexually assaulted by a current KPD officer. A statement was given by the officer and he disclosed that the sex was consensual. The investigation is still on-going. Page I of 6 ISB was notified of a Sex Assault case that occurred two weeks prior. ISB investigation revealed that the juvenile female victim disclosed being sexually assaulted on more than occasion over a five year period. The male suspect was located and subsequently arrested on multiple counts of Sexual Assault 1st and is currently being held at KCCC in lieu of $250,000 bail. Arson ISB was called out and responded to a reported Arson case at a residence in the Anahola area. ISB investigation revealed that an adult female subject had intentionally set the residence on fire causing an estimated $300,000 in damage. The female suspect has a history of mental health issues and was brought in for a psychological evaluation and was later committed to Samuel Mahelona Hospital. The investigation is still on-going. The suspect is currently being held at the Kauai Community Correctional Center. An adult male was arrested for Theft in the Second Degree in the Hanalei District. The male suspect was located in the possession of a stolen bicycle that was stolen in a residential Burglary in the Hanalei District. The suspect admitted to being in possession of the stolen bicycle, but denied knowing the bicycle was stolen, or burglarizing the residence. The stolen bicycle was recovered, and remains in 1CPD evidence. The suspect was released on bail. Initiated a Promoting a Dangerous Drug case on a US Postal Parcel Interdiction in the Koloa District. During the investigation, a KPD canine screened three parcels which the canine alerted to two of the parcels. A male suspect came to the post office to pick up the parcel that the canine alerted to. The male subject was later arrested for Promoting a Dangerous Drug in the third degree, booked, and released pending investigation. The said parcel was mailed to the US Inspector on Oahu where a Federal Search warrant was obtained and resulted in finding residue glass smoking pipes and marijuana residue in a glass bottle. Assisted the United States Marshals with locating and arresting a Michael Rodriguez on a Federal Arrest Warrant. While conducting parcel interdiction at the FedEx sort facility at the Lihue Airport, a parcel was located with a positive canine alert. A search warrant was applied for and obtained for the parcel. Executed the search warrant on the parcel and located 451.6 grams of crystal methamphetamine. Conducted a controlled delivery of the FedEx parcel to a Henry Dorati at the residence of 311 Makani Street Kapaa. Henry Dorati took possession of the parcel and was later arrested for Promoting a Dangerous Drug in the First Degree and Drug Paraphernalia. A search warrant was applied for and obtained for the residence of 311 Makani Street Kapaa. Located within the residence was loaded syringes of heroin, a white powdery substance and crystal methamphetamine packets of residue. II. SPECIAL OPERATIONS Operation "Two for One Speeding Project" was held on March 14, 2017. The project was conducted on the Kapa'a 1 -way bypass and Kawaihau Rd, vicinity of 5 920 Kawaihau rd. A total of 22 citations were issued during this project. Operation "Two for One Seatbelt Project" was held on March 14, 2017. The project was conducted on the Kapa'a 1 -way bypass and Ktihib Hwy, in the vicinity of mile maker 8. A total of 7 citations were issued during this project. Operation "March OVUII" was held on March 22, 2017. Officers set up the road block on the westbound lane of Kawaihau Rd fronting Kapa'a Elementary School. As a result 13 citations were issued; no OVUII violations were observed. ff"Iffma By 9 19 Mass briefings on Tuesday and Friday are still occurring. COMMUNITY ACTIVITIES AND INVOLVEMENT • A couple Platoon I Officers did a safety presentation at K.I.D.S. school in Kapaa. • Two Platoon 3 Officers assisted with Kapa'a Elementary School's excursion to Kamokila Village in Wailua Homestads. ® One Platoon 3 officer volunteers as a Youth Group Leader at his local church. ® Due to reports of criminal behavior, periodic patrols were conducted in the areas of the Kapa'a Neighborhood Center/Pool and Hauaalu Rd (Keapana side).
