KPC 2017-10
Discussion and decision-making on selecting three (3) Commissioners to attend the 64th Annual
Hawaii State Law Enforcement Officials Association Conference from September 21 to 22, 2017
at the Sheraton WaikWi Hotel on Oahu.

EXECUTIVE SESSION
Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (2) and (4), the purpose of this Executive
Session is for the Commission to review and discuss charges brought against an officer or
employee of the County, where consideration of matters affecting privacy will be involved,
provided that if the individual concerned requests an open meeting, an open meeting shall be
held; and to consult with its attorney on issues pertaining to the Commission's and the County's
powers, duties, privileges, immunities, and/or liabilities as they may relate to the following
agenda items:
ES KPC 2017-005
Monthly update by Chief Perry on the status of the Department's disposition on formal notarized
complaints that were filed with the Police Commission and forwarded to the Office of the Chief
for further review.
ES KPC 2017-006:
Monthly update by Chief Perry on any significant adverse incidents/events involving KPD
personnel that could potentially impact the County, Commission and the Kauai Police
Department.
ES KPC 2017-014:
Pursuant to Hawaii Revised Statutes §92-4 and §92-4 (a) and (4), the purpose of this Executive
Session is to discuss the County of Kauai Grievances and Complaints Policy for Department
Heads that can be removed by the County Boards and Commissions. This consultation involves
consideration of powers, duties, privileges, immunities and/or liabilities of the Kauai Police
Commission as they may relate to this agenda item. (On-going)
ES KPC 2017-016
Notarized Complaint KPC 2017-003 received on April 21, 2017. The complaint alleges unethical
use of county resources to participate in a private funeral motorcade. (On-going)
ES KPC 2017-022:
New notarized complaint no. KPC 2017-005 filed on June 30, 2017. The complaint alleges that
on May 24, 2016, the Detective who was assigned to the case failed to properly process and
follow through with the complainant's report of a forgery and did not take into account the
evidence that was provide to the Detective.
ES KPC 2017-023:
Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (4), §92-9 (a) (1-4) and (b), the purpose of
this Executive Session is for the Commission to approve the Executive Session meeting minutes
of June 30, 2017, and to consult with its attorney on issues pertaining to the Commission's
powers, duties, privileges, immunities, and/or liabilities as they may relate to this agenda item.
RETURN TO OPEN SESSION
Ratify the actions taken by Police Commission in Executive Session for the following agenda
items: ES KPC 2017-005, ES KPC 2017-006, ES KPC 2017-014, ES KPC 2017-016,
ES 2017-022 and ES KPC 2017-023.

EXECUTIVE SESSION
Pursuant to Hawai'i Revised Statutes, ("H.R.S.") §92-7 (a), the Commission may, when deemed
necessary, hold an Executive Session on any agenda item without the written public notice if the
Executive Session was not anticipated in advance. Any such Executive Session shall be held
pursuant to H.R.S. §92-4 and shall be limited to those items described in H.R.S. §92-5(a).
Discussions held in Executive Session are closed to the public.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS:
Burglary
ISB executed two search on separate residence and recovered various stolen items. The primary suspect
was identified as an adult male from Kilauea.
The case was referred to the Prosecutors Office.
Death Related Report
ISB was notified of a reported death related case on the west side of Kauai. Investigation revealed that
a 47 year old male victim was found at his residence with a self-inflicted gunshot wound. There were
no signs of foul play noted at the scene or on the deceased and an autopsy was conducted.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS (SPECIAL FOCUS DETECTIVES):
An adult male suspect was arrested in the Hanalei District for Burglary in the Second Degree, Theft in
the Third Degree, Promoting a Dangerous Drug in the Third Degree, and Possessing Drug
Paraphernalia. The arrests originated form a burglary that occurred at a hotel in the Hanalei District.
The male suspect was in possession of the stolen items from the burglary. The suspect is currently
incarcerated at the Kauai Community Correctional Center.
An adult male suspect was arrested in the Hanalei District for Theft in the Fourth Degree, and two
outstanding bench warrants. A search warrant was executed on the suspect's bag and 13.8 grams of
marijuana and .4 grams of heroin was seized. The suspect is currently incarcerated at Kauai Community
Correctional Center.
An adult male, adult female, and a juvenile female were arrested in the Kawaihau District for Burglary
in the First Degree. The suspects were advised of their constitutional rights, questioned by detectives,
and confessed to gaining access into a hotel room without permission. The adults are currently being
held at the Kauai Community Correctional Center. The juvenile female was identified as a runaway
from the Big Island, and CPS was notified and made arrangements to transport the juvenile back to the
Big Island.

NOTABLE HIGHLIGHT
In the month of June the Vice -Unit assisted the U.S. Marshals in locating a fugitive, and conducted
several sur,,eillance projects in attempts to locate a major drug trafficker. The Vice -Unit also conducted
surveillance of a female subject, who had two active warrants for her arrest. These investigations are
currently ongoing. Vice -Officers located and arrested an adult male on arrest warrants totaling $65,000
after information from the public led officers to his location.

NOTABLE HIGHLIGHT
In the month of June the Vice -Unit assisted the U.S. Marshals in locating a fugitive, and conducted
several surveillance projects in attempts to locate a major drug trafficker. The Vice -Unit also conducted
surveillance of a female subject, who had two active warrants for her arrest. These investigations are
currently ongoing. Vice -Officers located and arrested an adult male on arrest warrants totaling $65,000
after information from the public led officers to his location.

"Policing in the 21st Century" has led the way in uniting federal, state, county, and military
cooperation in law enforcement to successfully meet the many challenges faced by the state.
This year, the Honolulu Police Department will host the 64th Annual Hawaii State Law Enforcement
Official Association (HSLEOA) Conference. The conference will be held at the Sheraton Waikiki
Hotel on September 21 and 22.
The HSLEOA conference continues to offer a venue for law enforcement leaders in the state to
come together and collaborate on solutions to make a better community for all of us in Hawaii. This
year, our guest speakers are:

The conference registration fee, inclusive of the membership dues is $410. To register, please refer
to the enclosed registration form and tentative agenda. The deadline to register for this conference
is August 19.
We have reserved a block of rooms at the Sheraton Waikiki Hotel at a special rate. The cut-off date
to reserve a block room is also August 19. For the purpose of planning your travel, the block rooms

THE OFFICER OF THE YEAR AWARD
The Hawaii State Law Enforcement Officials Association (HSLEOA) would like to honor the Officer of
the Year from the military, federal law enforcement, and each county police department at the
upcoming 64th annual conference awards dinner on September 22, 2017.
Selection of the nominee should be based on the following criteria:
ELIGIBILITY: All sworn full-time members (except agency heads) of local, county, state,
federal, and military law enforcement agencies are eligible to be nominated.
CRITERIA: The selection should be based on distinguished law enforcement and/or
exceptional achievement in any law enforcement endeavor, including but not
limited to:

HOTEL ROOM RATES: The Sheraton Waikiki Hotel will provide guest rooms at a rate of $249 a day, run of Ocean View, This
rate is for single/double occupancy and does not include applicable state (4.712%) and hotel (9.25%) taxes, Additional
persons in room, up to four, are at $120 a night. Children 17 and under stay for free with existing bedding. Rates will be
available three (3) days prior to and three (3) days after the event and is subject to availability at the time of reservation.
Group guests at the front desk will have the option to opt -in for the Resort charge of $30 plus state tax provided they
agree to the resort charge for their entire stay. This is not available as a daily option. Self -parking is available in the
Sheraton Waikiki Hotel Parking Garage for a fee of $28 plus tax per vehicle per day, Valet Parking is available for $45 plus
tax per vehicle per day, Check-in time is 3:00 p.m. and check-out time is 11:00 a.m, Guests arriving before check-in shall
be accommodated as rooms become available. A deposit equal to one (1) night's stay is required to hold each
individual reservation. This deposit is refundable if notice is received at least seventy-two (72) hours prior to arrival.
