necessary, hold an Executive Session on any agenda item without written public notice if the
Executive Session was not anticipated in advance. Any such Executive Session shall be held
pursuant to H.R.S. §92-4 and §92-9 and shall be limited to those items described in H.R.S. §92-
5(a). Discussions held in Executive Session are closed to the public.

Strategic Initiatives and Goals
Strategic Initiative 1. Improve departmental operations and organizational
efficiency through assessment, restructuring and
modernization of systems and technology.
Goal 1.2 Utilize technology to improve departmental efficiency.
UPDATE: 06/29/2017
Currently working with HR to provide an on-line time sheet entry and control system via Execu-
Time. Meet with HR, OSB, OPS, IT and Contractor to work on the Automated JPR system.
Strategic Initiative 2. Invest in KFD's future by ensuring the training and
development of department personnel to build capacity and
leadership.
Goal 2.2 Provide professional development opportunities to build leadership and job-
related skills.
UPDATE: 06/030/2017
We have three people going to the National Fire Academy, Captain Lake, FFIII Ron Bush, and
FFII Justin Shinn. Also new classes enrollment just opened and 9 firefighters applied to attend
the academy.
Strategic Initiative 3. Initiate planning and preparation to provide emergency
medical services.
Goal 3.1 Prepare to provide basic life support (BLS) service to meet immediate needs.

We have now trained 47 NREMTs and class just finished with 2 OSO pending test. Next recruit
class starts in August with 5 firefighters recruits, 3 firefighters from the line, and 2 OSO.
Goal 4.1: Maintain 80% of the staffing on a daily basis:

excess of the standard.

Goal 5.1: Maintain an average response time of 6 min 90% of the time
UPDATE: 06/30/2017: Response times as reflected in the RMS show we have
not been running 6 minutes or less but we are improving this month we averaged 7.49. We are
still trying to find a way to disqualify the outliers in our data.
