Sato, Deputy County Clerk Telephone: (808) 241-4188 Facsimile: (808) 241-6349 _ E-mail: cokcouncil@kauai.gov DEC 272016 J I am writing to request that the Salary Commission reconsider the proposed maximum salaries for the positions in the Legislative Branch (County Auditor, County Clerk, and Deputy County Clerk), excluding any increases for the Kauai County Council. I strongly feel that these positions who make up the Legislative Branch should not have been included in the "lower tier" of department heads and deputies and were unfairly denied the justifiable salary increase that was recommended by the Salary Commission in February 2016. My request for the increase in salary is based on the evaluative factors (scope of work, retention, et cetera), utilized by the Salary Commission and knowing first-hand the scope of work and qualifications needed to operate in these specific positions. The duties and responsibilities of the County Clerk and Deputy County Clerk are vastly different from those positions in other Counties. On Kaua'i, these positions specifically operate the Office of the County Clerk and handle both Council and Committee meetings, whereas, the other Counties utilize the Office of Council Services (OCS) and their respective staff. OCS is responsible for all Committee Meetings, et cetera, while the Office of the County Clerk only handles Council Meetings etc., very different from what occurs on Kauai. The Office of the County Clerk on Kauai is also responsible for conducting the Primary and General Election as well as training all election staff, again a scenario of what occurs on the neighbor islands. The position of the County Auditor also warrants an increase as the requirements of the position have clearly shown that the corresponding salary needs to be competitive with other experienced Auditors. Sincerely, xugrr— MEL RAPOZO Council Chair, Kauai County Council SALARY COMMISSION COUNTY OF KAUAI aft Q530CUii0TC No. 2017-1 RESOLUTION RELATING TO THE SALARIES OF CERTAIN OFFICERS AND EMPLOYEES OF THE COUNTY OF KAUAI WHEREAS, pursuant to Section 29.01 of the Kauai County Charter, the Salary Commission establishes the maximum salaries of all elected and appointed officers as defined in Section 23.01 D of the Charter; BE IT RESOLVED by the Salary Commission of the County of Kauai, State of Hawaii, that the maximum salaries of certain officers of the County of Kauai are established as follows: Article I. Salaries of Certain Officers and Employees SECTION 1. Effective as of July 1, 2017, the maximum salaries, payable semi-monthly, of certain officers and employees shall be as follows: Maximum Position Annual Salary Director of Economic Development $109,560 Director of Liquor Control $109,560 Director of Parks & Recreation $119,357 Deputy Director of Parks & Recreation $114,582 Director of Housing $114,582 Boards and Commissions Administrator $109,560 County Clerk $119,357 Deputy County Clerk $114,582 County Auditor $119,357 Section 2. Maximum Salaries. Section 1 sets forth the maximum salaries payable to the listed officers and employees. However, the respective appointing authority may set the salary of any new or existing non -elected appointee at a figure lower than the figure established for the position in this Resolution. Elected officers may voluntarily accept a salary lower than the maximum salary established by this Resolution for their position or may voluntarily forego accepting a salary. Article II. Salaries of the County Councilmembers Section 1. Effective at twelve o'clock meridian on December 1, 2018, as required by Kauai County Charter Section 29.05, the annual salaries, payable semi-monthly, of the Kauai County Council shall be as follows: Council Chair Councilmembers $71,033 $63,140 Article III. Severability. If any portion or portions of this Resolution are rejected by a vote of five (5) or more councilmembers, the other provisions of this resolution shall not be affected thereby. If the application of this Resolution or any of its provisions to any persons or circumstance is held invalid by a court of law, the application of this resolution and its provisions to other persons or circumstances shall not be affected thereby. Article IV. Transmittal of Salary Resolution. The County Clerk shall transmit to the Salary Commission, Mayor, Finance Director, and Human Resources Director a final approved copy of the resolution and note any rejected portions thereto within thirty (30) days after the effective date of this resolution.
