Pursuant to Hawaii Revised Statutes §§92-4 and 92-5 (a) (4), 92-9 (a) (1-4) and (b), the purpose
of this executive session is to receive and approve Executive Session minutes, to consider the
hire, evaluation, dismissal or discipline of an employee or officer of the County where
consideration of matters affecting privacy will be involved, provided that if the individual
concerned requests an open meeting, an open meeting shall be held; and to consult with the
Commission's legal counsel on issues pertaining to the Commission's and the County's powers,
duties, privileges, immunities, an& or liabilities as they may relate to this item, deliberate and
take such action as appropriate.

NOTICE OF EXECUTIVE SESSION
Pursuant to Hawaii Revised Statutes §92-7 (a), the Commission may, when deemed necessary,
hold an executive session on any agenda item without written public notice if the executive
session was not anticipated in advance. Any such executive session shall be held pursuant to
H.R.S. §92-4 and shall be limited to those items described in H.R.S. §92-5(a).

Persons wishing to offer comments are encouraged to submit written testimony at least 24 -hours
prior to the meeting indicating:

DIRECTOR'S REPORT
TO THE
CIVIL SERVICE COMMISSION
JANUARY 2017
Arbitration hearings with the Hawaii Firefighters Association (HFFA) continued during the first
week in January. Final hearings will be held during the last week of January. In addition, an
expedited arbitration process was agreed to between the Hawaii Government Employees
Association (HGEA) and the Employer group for bargaining units 2, 3, 4, and 13. These hearings
are currently scheduled for two (2) weeks in February. Remaining units that need to be addressed
are HGEA Unit 14 (Ocean Safety Officers), United Public Workers' (UPW) Unit 1, and the State
of Hawaii Organization of Police Officers (SHOPO) Unit 12.
Plans are already underway for the County's 2016 Annual Employee Recognition Banquet
scheduled for March 31, 2017 for those employees with years of service of 15, 20, 25, 30 and 35
years, those who retired in 2016, and employees of the year for the various departments.
Departments have already been notified to submit their Employee of the Year selection by the end
of January. This year, in addition to the Fire, Police, Parks and Recreation, Public Works and
Water Departments, both the Finance Department and Transportation Agency are being allowed to
have two (2) Employee of the Year selections due to their relative size.
An updated Leave Sharing Program Policy was implemented in early January and posted on the
County's SharePoint site. The new policy clarifies the definition of "serious personal illness or
injury" and allows the leave sharing recipient to continue on the program even if he or she returns
to part-time work.

Employee Development and Health Services
• Eight (8) new workers' compensation claims were filed this month with six (6) cases being
medical -only claims. Staff have followed up with departments to mitigate hazards and
recommend discipline as needed.
• A new three (3) year contract for drug and alcohol testing with Diagnostic Laboratories
started in December.
• Proposals for workers' compensation adjusting services were reviewed and awarded to
FIRMS (First Insurance Risk Management Services) for the next year.
• A training was held in December for twelve (12) newly promoted Sergeants and
Lieutenants at the Kauai Police Department. Training covered general supervision, roles
and responsibilities, job performance, workers' compensation, customer service, and
employment engagement.
