Civil Service Commission -- May 23, 2017 Page 12 DEPARTMENT OF HUMAN RESOURCES DIRECTOR'S REPORT TO THE CIVIL SERVICE COMMISSION MAY 2017 Arbitration awards were received in late April for the Hawaii Firefighters' Association (HFFA) Unit 11 and the Hawaii Government Employees Association (HGEA) Units 2, 3, 4, and 13. The awards were as follows: HFFA Unit 11: 7/1/17: 2% across the board increase 7/1/18: 2.25% across the board increase continuation of step movements HGEA Unit 2: 7/1/17: 2% across the board increase 1/1/18: 1.2% across the board increase 7/1/18: 2.25% across the board increase 1/1/19: 1.2% across the board increase continuation of step movement plan HGEA Units 3 & 4: 7/1/17: 2% across the board increase; $150 lump sum payment 1/1/18: 1.5% across the board increase 7/1/18: 2.25% across the board increase; $150 lump sum payment 1/1/19: 1.25% across the board increase; drop step A from current salary scale HGEA Unit 13: 7/1/17: 7/1/18: 2% across the board increase 2.25% across the board increase continuation of step movement plan The awards have been sent to the County Council for funding approval. In addition, the Employer group was able to settle Employer -Union Trust Fund (EUTF) rates beginning July 1, 2017 for all bargaining units. Rate increases averaged about ten percent (1010) and the Employer group agreed to rates that equaled roughly five percent (5%) of the increased cost. Finally, on a bittersweet note, Debbie Ponce, HR Specialist II will be retiring at the end of this month. While we congratulate her and wish her well in her retirement, we will miss her expertise as she was instrumental in developing the County's vision statement, customer service mission statement, and supervisory training modules that are currently being implemented. Congratulations to Debbie! e�6 aor7-0G Administrative Services and Benefits • Due to recently approved Employer -Union Trust Fund (EUTF) health insurance employer -'employee share of premiums, the open enrollment period was extended from the end of April to May 12, 2017. Informational sessions were held in April with one hundred fifty-nine (159) employees attending. A Confidentiality Agreement with the State Employer -Union Trust Fund (EUTF) has been finalized and sent to the County Council for approval. The agreement will provide detailed information on employees' medical deductions. allowing the department to reconcile billing accordingly. • Gross Payroll: 04 13 2017 $3,611,401 03.31/2017 $3,649,707 EUTF (Health Fund) $1,328,393 ERS (Retirement) $1,352,252 Social Security $273,254 Medicare $97,446 Employee Development and Health Services • Six (8) new workers' compensation claims were filed this month with three (3) cases being medical -only claims, two (2) indemnity claims, and one (1) records only claim. • Quarterly reviews for thirty-seven (37) workers' compensation claims from Public Works, Parks and Recreation, Prosecuting Attorney, Transportation and Police were held with FIRMS (First Insurance Risk Management Services) and Atlas Insurance to monitor progress and determine course of action for long standing cases. • Twenty (20) employees attended a two (2) day Incident Report Writing class in April. • A follow up workers' compensation training class was held for the Fire Department with ten (10) employees attending. • Glenn Furuya's training on "Teamwork Island Style" was held on May 51' with over forty (40) employees in attendance. • A Human Resources Information Systems (HRIS) Task Force meeting was held on April 18''.
