Pursuant to Hawaii Revised Statutes §§92-4 and 92-5 (a) (4), 92-9 (a)(14) (b), 76-47 (e), the
purpose of this executive session is to receive and approve Executive Session minutes, to
consider the hire, evaluation, dismissal or discipline of an employee or officer of the County
where consideration of matters affecting privacy will be involved, provided that if the individual
concerned requests an open meeting, an open meeting shall be held; and to consult with the
Commission's legal counsel on issues pertaining to the Commission's and the County's powers,
duties, privileges, immunities, and/or liabilities as they may relate to this item, deliberate and
take such action as appropriate.

Pursuant to Hawaii Revised Statutes §92-7 (a), the Commission may, when deemed necessary,
hold an executive session on any agenda item without written public notice if the executive
session was not anticipated in advance. Any such executive session shall be held pursuant to
HRS §92-4 and shall be limited to those items described in HRS §92-5(a).

DIRECTOR'S REPORT
TO THE
CIVIL SERVICE COMMISSION
OCTOBER 2017
Final funding approval by the County Council for the United Public Workers (UPW), Unit 1 four
year contract is scheduled for October 18ffi. Once funding for the UPW contract is completed, the
contracts that remain outstanding are the State of Hawaii Organization of Police Officers
(SHOPO), Unit 12 and the Hawaii Government Employees Association (HGEA), Unit 14. The
SHOPO arbitration award is forthcoming in November and arbitration hearings for HGEA Unit 14
are tentatively scheduled for January.
A Supplemental Agreement to the UPW Unit 1 contract was executed providing members subject
to split shifts with a pay differential of $.50 per hour. At this time, the only UPW members
subject to split shifts statewide are Bus Drivers with the County's Transportation Agency.
At the request of the County Council, the HR and Finance Departments presented information and
answered questions regarding "Spiking" in relation to the Employee Retirement System (ERS).
Spiking refers to the situation whereby an employee earns additional compensation above his/her
base pay primarily through overtime, during the last three (3) years of employment. The
additional compensation can increase an employee's pension significantly which has led to the
ERS now having the various jurisdictions pay the additional estimated anticipated pension costs.
Finally, on a bittersweet note, Carolyn Carveiro, HR's Payroll Accountant will be transferring to
the Department of Public Works at the end of this month. While we congratulate her and wish her
well in her new position, we will miss her dedication and hard work in our payroll division. Good
luck Carolyn!
Administrative Services and Benefits
Staff attended training put on by the County Attorney's office regarding responding to
requests from the Office of Information Practices.
Peter Eddy from Island Savings/Prudential Retirement is scheduled to be available for
individual employee appointments in October to discuss deferred compensation options.
Prudential is also working with UPW members who may want to defer some or all of their
$1,000 lump sum payment scheduled to be distributed in November.

Recruitment and Exam
Staff are currently working with our Attorney's office in preparation for a recruitment
appeal scheduled with the Civil Service Commission.
Departments are struggling with recent NeoGov upgrades that no longer allow for
processes to be completed on smartphones. With many Department Heads and the Mayor
using their phones to complete transactions, this change has caused significant delays.
Staff are currently working with NeoGov to try and resolve issues that have come up since
the upgrade was installed.

• Eight (8) new workers' compensation claims were fled this month with four (4) cases
being medical -only claims, two (2) indemnity claims and two (2) controverted claims.
• The department was tasked with numerous investigations recently that have been taxing on
staff's time. Discussions are underway to decide if hiring an on-call investigator will not
only ease some of the burden from staff but expedite completion of investigations.
• The contract for the County's Employee Assistance Program (EAP) was renewed with
Worklife Hawaii for another year.
• The Human Resources Information Systems (HRIS) Task Force will be starting training
and testing of the Time and Attendance Program with a pilot test group made up of Fire,
Police, HR, and Finance -Information Technology (IT) staff in October.
• The HRIS Task Force is in the final stages of the Performance Evaluation module; HR and
Fire staff will be used to test the system.
