Once funding for the UPW contract is completed, the contracts that remain outstanding are the State of Hawaii Organization of Police Officers (SHOPO), Unit 12 and the Hawaii Government Employees Association (HGEA), Unit 14. The SHOPO arbitration award is forthcoming in November and arbitration hearings for HGEA Unit 14 are tentatively scheduled for January. A Supplemental Agreement to the UPW Unit 1 contract was executed providing members subject to split shifts with a pay differential of $.50 per hour. At this time, the only UPW members subject to split shifts statewide are Bus Drivers with the County's Transportation Agency. At the request of the County Council, the HR and Finance Departments presented information and answered questions regarding "Spiking" in relation to the Employee Retirement System (ERS). Spiking refers to the situation whereby an employee earns additional compensation above his/her base pay primarily through overtime, during the last three (3) years of employment. The additional compensation can increase an employee's pension significantly which has led to the ERS now having the various jurisdictions pay the additional estimated anticipated pension costs. Finally, on a bittersweet note, Carolyn Carveiro, HR's Payroll Accountant will be transferring to the Department of Public Works at the end of this month. While we congratulate her and wish her well in her new position, we will miss her dedication and hard work in our payroll division. Good luck Carolyn! Administrative Services and Benefits Staff attended training put on by the County Attorney's office regarding responding to requests from the Office of Information Practices. Peter Eddy from Island Savings/Prudential Retirement is scheduled to be available for individual employee appointments in October to discuss deferred compensation options. Prudential is also working with UPW members who may want to defer some or all of their $1,000 lump sum payment scheduled to be distributed in November. • New Hires: Bus Driver (sub) (exempt) Computer Systems Support Tech I Deputy Prosecuting Attorney (exempt) Janitor II Laborer I Park Caretaker I Solid Waste Worker I Solid Waste Worker II • Exit Interviews Conducted: 4 of 8 • TDI Applications None • Leave Sharing: None • Reference Checks: 1 I • Employment Verifications: 13 • Transactions: New Hires 12 Separations 10 Reallocations 8 Promotions 0 Demotions 0 Transfers 2 Pay Increase 20 Suspension 1 Leave Without Pay 1 Other 92 Seasonal 2 Classification and Pay and Labor Relations • The Employer group held a joint negotiations session with the Hawaii Government Employees Association (HGEA) Unit 14, Ocean Safety Officers and Sheriffs in September to try and streamline proposals to take to arbitration. • Reallocations Processed: Accountant Trainee to Accountant I M Assistant Wastewater Treatment Plant Operator to Wastewater Treatment Plant Operator Construction Inspector Aid to Civil Engineer II Engineering Support Technician to Civil Engineer I Facilities Maintenance Coordinator to Facilities Maintenance Administrator Identification Technician I to Identification Technician II Laborer I to Laborer II Laborer II to Laborer I Legal Clerk I to Legal Clerk II Procurement & Specifications Specialist VI to Procurement & Specifications Specialist V Recycling Specialist I to Project Assistant Senior Account Clerk to Departmental Accounting Technician Solid Waste Worker I to Solid Waste Worker II Wastewater Treatment Plant Operator to Assistant Wastewater Treatment Plant Operator + Desk Audits: Administrative Services Officer I to Administrative Services Officer II + New Classes Adopted: None Recruitment and Exam Staff are currently working with our Attorney's office in preparation for a recruitment appeal scheduled with the Civil Service Commission.
