EXECUTIVE SESSION
Pursuant to Hawaii Revised Statutes §§92-4 and 92-5 (a) (4), 92-9 (a)(14) (b), the purpose of
this executive session is to receive and approve Executive Session minutes, to consider the hire,
evaluation, dismissal or discipline of an employee or officer of the County where consideration
of matters affecting privacy will be involved, provided that if the individual concerned requests
an open meeting, an open meeting shall be held; and to consult with the Commission's legal
counsel on issues pertaining to the Commission's and the County's powers, duties, privileges,

DIRECTOR'S REPORT
TO THE
CIVIL SERVICE COMMISSION
OVEMBER 2017
The State of Hawaii Organization of Police Officers (SHOPO) Unit 12 arbitration award was
finalized earlier in the month. A four (4) year contract was awarded to SHOPO as follows:
7.1 '2017: 2% across the board increase and continuation of step movement plan
Annual firearm maintenance allowance increased from $500 per year to $1,000 per
year

7.1 2019: 20 o across the board increase and continuation of step movement plan
Lump sum bonus for unit 12 employees on salary ranges from PO -7 to PO -15 as
follows:
Step A: $1,800 Step L-1: $1,900
Step B: $1,825 Step L-2: $1,925
Step C: $1,850 Step L-3: $1,950
Step D: $1,875 Step L-4: $1,975
Step L-5: $2,000

follows:

Unit 12 employees on Step L-5 with twenty-eight (28) or more years of service
credit accrued on or before July 1, 2020 shall receive a lump sum bonus of $500.
6:30i2021: 2021: Addition of new step L-6 for employees with twenty-eight (28) or more years of
service credit in accordance with the current step movement plan
Funding for the multi-year proposal has been sent to the County Council for approval.
The selection of a neutral arbitrator for the Hawaii Government Employees Association (HGEA)
Unit 14 arbitration hearing has proved to be challenging. The dispute between the Employers'
group and the HGEA resulted in a hearing at the Hawaii Labor Relations Board (HLRB) to try and
resolve the issue and move forward with the process.
Administrative Services and Benefits
• Staff attended an internal meeting regarding the Finance Department's move towards the
use of electronic purchase orders.
• All staff with access to the Criminal Justice Information Services system were required to
complete a recertification process.
• Peter Eddy from Island Savings. Prudential Retirement is scheduled to be available for
individual employee appointments in November to discuss deferred compensation options.

• Recent upgrades to the NeoGov system has resolved the issue of not being able to do
approvals on smartphones.
• With an increase in workers' compensation Return to Work candidates as well as other

Payroll
To prepare for succession, the vacant Payroll Accountant position was reallocated to an
Assistant Central Payroll Accountant to ensure continuity of the division. The position has
been posted and closed on November 13, 2017.
The Payroll Division along with the Finance Department's Information Technology
Division continues to work with the State Employee Union Trust Fund (EUTF) to receive
detailed billings for employees' and the County's health costs.

Employee Development and Health Services
• Seven (7) new workers' compensation claims were filed this month with five (5) cases
being medical -only claims, one (1) indemnity claim and one (1) controverted claim.
• Bi -monthly reviews for twenty-three (23) workers' compensation claims from Public
Works, Parks and Recreation, Prosecuting Attorney, Transportation, Water, Fire and Police
were held with FIRMS (First Insurance Risk Management Services) and Atlas Insurance to
monitor progress and determine course of action for high costing, problematic and long
standing cases and strategies for new cases on problems that can be foreseen.
• In preparation for the renewal of the County's workers' compensation excess liability
insurance, employee demographics and employment practices liability information was
provided to Atlas Insurance.
• A new TylerTech project manager was assigned to assist with the implementation of the
Time and Attendance HRIS module. An initial training was held with the project's
implementation team at the end of October.
• A Customer Service Training was held on November 3, 2017 for the Department of Parks
and Recreation, Park Security Officers.
• The annual driver improvement program training classes were held on October 24`n, 26`n,
and 318` with two (2) additional classes to be held in November. Thus far, a total of fifty-
nine (59) drivers have attended one of the classes.
