Pursuant to Hawaii Revised Statutes §§92-4 and 92-5 (a) (4), 92-9 (a)(14) (b), the purpose of
this executive session is to receive and approve Executive Session minutes, to consider the hire,
evaluation, dismissal or discipline of an employee or officer of the County where consideration
of matters affecting privacy will be involved, provided that if the individual concerned requests
an open meeting, an open meeting shall be held; and to consult with the Commission's legal
counsel on issues pertaining to the Commission's and the County's powers, duties, privileges,
immunities, and/or liabilities as they may relate to this item, deliberate and take such action as
appropriate.

Pursuant to Hawaii Revised Statutes §92-7 (a), the Commission may, when deemed necessary,
hold an executive session on any agenda item without written public notice if the executive
session was not anticipated in advance. Any such executive session shall be held pursuant to
HRS §92-4 and shall be limited to those items described in HRS §92-5(a).

DIRECTOR'S REPORT
TO THE
CIVIL SERVICE COMMISSION
DECEMBER 2017
Funding for the State of Hawaii Organization of Police Officers (SHOPO) Unit 12 arbitration
award was sent to the County Council for funding. First reading of the bill is on December 6,
2017.
A hearing for the selection of a neutral arbitrator for the Hawaii Government Employees
Association (HGEA) Unit 14 arbitration was held at the Hawaii Labor Relations Board (NLRB) in
November. At the hearing, both the union and Employer group agreed to work together to try and
select a neutral arbitrator. After some discussion, both parties agreed to the selection of Russell
Higa as the neutral Arbitrator. Carolee Kubo, HR Director for the City and County of Honolulu
will serve as the Employer representative on the panel and Nora Nomura will be the union panel
member.
Interviews for the Assistant Central Payroll Accountant were held in early December. The
interview panel is finalizing their selection with the hopes of having someone on board in January.
As required by Act 87, SLH 2015, a status report was due to the Employee Retirement System
(ERS) that summarized the progress that the Department of Human Resources (DHR) has
achieved to date in providing payroll and personnel information as required by the ERS. Going
forward, the DHR must continue to work with our software vendor to have our payroll/personnel
system provide the necessary features that will accurately report the required information for our
employees as well as work towards developing internal policies and procedures to bring our
reporting system into full compliance.
Finally, on a bittersweet note, Joyce Schuierer, HR Specialist III in Recruitment will be retiring at
the end of the year. With over twenty-six (26) years of service, we congratulate her and wish her
well in her retirement and thank her for her dedication and hard work in our recruitment division.

As part of the new collective bargaining agreement, payroll staff prepared the United
Public Workers (UPW) employees' lump sum payment of one thousand dollars ($1,000)
with the November 30th payroll.
As required by Act 87, SLH 2015, a status report was sent to the Employee Retirement

• Twelve (12) new workers' compensation claims were filed this month with seven (7) cases
being medical -only claims, four (4) indemnity claims and one (1) controverted claim.
Staff continues to work with departments in ensuring the accurate and timely completion
of forms.
• The workers' compensation Return to Work program is being utilized to return employees
with injuries to light or modified duty, other positions in the County or referred to outside
vocational rehabilitation for retraining for other types of positions.
• Excel Level 2 training was held at Kauai Community College (KCC) using federal funding
assistance through the Office of Continuing Education and Training (OCET). A total of
eight (8) employees attended the four (4) t/z day training.
• The last of the annual driver improvement program training classes were held on November
2°d and 7th. A total of eighteen (18) drivers attended one of these two trainings.
