Members: Fely Faulkner; Elizabeth Hahn; Karen Matsumoto; and John Low Also: Deputy Attorney General Henry Kim; Deputy County Attorney Bentley Adams; Director of Human Resources Janine Rapozo; Boards & Commissions Office Administrator Jay Furfaro and Commissions Support Clerk Sandra Muragin Excused Absent SUBJECT DISCUSSION ACTION Call To Order/Roll Call Chair Jose called the meeting to order at 2:02 p.m. with 5 members present. Executive Session ES-003 Executive Session Minutes of January 24, 2017 ES-004 RFA 2017-01 Appeal received 11/17/16 appealing the Recruitment & Examination of a particular position by the Director of Human Resources Mr. Low moved to go into Executive Session at 2:04 p.m. Ms. Hahn seconded the motion. Motion carried 5:0 Deputy County Attorney Bentley Adams read the Hawai'i Revised Statutes provision as detailed on the agenda to take the Commission into Executive Session for ES-003 to approve Executive Minutes of 1/24/17 and ES-004: RFA 2017-01 appealing the Recruitment & Examination of a particular position by the Director of Human Resources. Return to Open Session Ratify Commission actions taken in Executive Session for items: ES-003 and ES-004 The meeting resumed in Open Session at 2:50 p.m. Ms. Hahn moved to ratify the decisions taken in Executive Session for items ES-004 and ES-003. Mr. Iida seconded. Motion carried 6:0
Civil Service Commission Open Session February 28, 2017 Page 2 SUBJECT DISCUSSION ACTION Approval of Minutes Open Session Minutes of January 24, 2017 Mr. Low moved to approve the minutes dated January 24, 2017. Mr. Iida seconded the motion. Motion carried 6:0 Director’s Reports CSC 2017-02 a. February 2017 Director’s Report Ms. Rapozo shared that the arbitration hearings for HGEA (Hawai‘i Government Employees Association) & Fire was held last month. Awards are expected by April due to the units have State employee members. In order for funding, this bill needs to be in and approved before the Legislation session ends in May. Every jurisdiction needs to approve funding or raises cannot be implemented. Fire arbitrations are trying to condense down to just wages. HRIS (County’s Human Resource Information System) Task Force completed implementation of the new self service module for employees. Eliminates paper document for updating personal information, this can now be done online and it will automatically update our systems. Feedback from employees has been positive. Ms. Matsumoto asked Ms. Rapozo if Unit 1 is able to try the HRIS to which she replied that they cannot unless they have a kiosk or from their home computer. Ms. Hahn asked when is the next Fire examination to which Ms. Rapozo said that there is currently an eligible list, interviews have been completed and selections have been made for some of the outstanding vacancies. Examinations are usually scheduled annually in October. Chair Jose announced for the record, regarding ES-004, that the Commission has dismissed the case.
