Approval of Minutes a. Open Session Minutes of July 14, 2017 Mr. De Costa moved to approve the minutes of July 14, 2017. Ms. Caspillo seconded the motion. Mrs. Schaeffer noted that the appeal was listed under “Janet”; however, her name was legally changed in 2003. Chair Bekeart stated that the ownership of the property most likely remained under “Janet”, which was why it was listed as such. Mr. and Mrs. Schaeffer presented their testimony to the Board. Mr. Mike Hubbard and Mr. Steven Hunt were in attendance for the County and presented their testimony to the Board. Mr. Sean Roche was in attendance for the County and presented his report to the Board.

Mr. Sean Roche was in attendance for the County and presented his report to the Board. The Board reviewed the appeal in Executive Session. 4. 17-0000026 D.Ventura John W/Mary E Herring Continuance from 7/14/17 4-4-007-008-0004 Chair Bekeart granted a continuance of the appeal to October 6, 2017. 8. 17-0000051 M.Hubbard Zachary Abubo & Shelah Kuntz Continuance from 7/14/17 5-8-010-009-0000 Ms. Caspillo moved to accept the County’s stipulation to change the Tax Classification from Vacation Rental to Residential. Mr. De Costa seconded the motion. Motion carried 5:0 Stipulation / Withdrawn 10. 17-0000019 B.Cone Walter/Ingrid Braun Trust 5-2-017-006-0000 Mr. Kolenda moved to accept the County’s stipulation for a buildings value of $128,900, land value of $1,640,700 for a total of $1,769,600, and to change the Tax Classification from Residential Investor to Residential. Mr. White seconded the motion. Board of Review Open Session August 11, 2017 Page 3 SUBJECT DISCUSSION ACTION Executive Session After reading the HRS provision, Ms. Caspillo moved that the Board go into Executive Session at 1:31 p.m. Mr. De Costa seconded the motion. Motion carried 5:0 Return to Open Session Ratify Board of Review actions taken in Executive Session for appeals shown on the attached listing and make those decisions public The meeting resumed in Open Session at 1:44 p.m. Mr. Kolenda moved to ratify the Board’s actions taken in Executive Session on the appeals reviewed and to make those decisions public. Mr. De Costa seconded the motion. Motion carried 5:0 Appeals 1. 17-0000009 S.Roche Keālia Makai Holdings 4-7-007-028-0000 Ms. Caspillo moved to uphold the County’s assessed value of $828,700. Mr. De Costa seconded the motion. Motion carried 5:0 2. 17-0000008 S.Roche Keālia Makai Holdings 4-7-007-033-0000 Mr. De Costa moved to sustain the County’s market value of $1,486,000 and assessed value of $832,800. Mr. Kolenda seconded the motion. Motion carried 5:0 3. 17-0000091 S.Roche Moloa'a Lot 10A LLC 4-9-009-002-0000 Mr. De Costa moved to sustain the County’s assessed value of $1,699,100. Mr. Kolenda seconded the motion. Motion carried 5:0 5. 17-0000605 M.Hubbard Ronald/Janet Schaeffer (2014) 5-4-005-030-0024 Mr. De Costa moved to sustain the County’s denial of the exemption and change the Tax Classification from Vacation Rental to Residential. Ms. Caspillo seconded the motion. Motion carried 5:0 6. 17-0000606 M.Hubbard Ronald/Janet Schaeffer (2015) 5-4-005-030-0024 Mr. De Costa moved to grant the homeowner’s exemption and change the Tax Classification from Vacation Rental to Homestead. Ms. Caspillo seconded the motion. Motion carried 5:0.
