News Release For Immediate Release: September 20, 2017 Pua Loke Street partially closed on Sept. 28 for Make a Splash Festival Limited DOW customer services during the event LIHUE –Access to Pua Loke Street, from Haleko Road towards the Department of Water (DOW) in Lihue, will be temporarily closed on Thursday, Sept. 28, from 7:45 a.m. to 1:30 p.m., to accommodate the DOW’s 14th Annual Make a Splash water education Festival. The Make a Splash Festival is an educational event for Kauai’s fifth grade students, held at the Pua Loke Arboretum. The road closure is necessary to protect the safety of the students, chaperones and volunteers. Only local traffic for businesses in the area will be allowed. Motorists are advised to use caution while driving through the area. There will be limited customer services available at the DOW while the Make a Splash Festival is in progress. Water bill payments will be accepted and handicap accessible parking will be available throughout the day. However, the Water Resources and Planning Division will not be processing water permits until after the event. For more information, please call the Department of Water at 245-5461. ###
