Two arrested following multi-agency operations
A multi-agency effort conducted this week led the Kaua‘i Police Department and
members of the U.S. Marshals Service to the arrest of a registered sex offender for non-
compliance, and a suspect in a custodial interference investigation.
KPD, USMS District of Hawai‘i and USMS Investigative Operations Division–Sex
Offender Investigations Branch conducted a four-day sex offender registry compliance check to
ensure that all legal requirements were being met. To verify full compliance, KPD and U.S.
Marshals completed in-person contact with the registered sex offenders at their residences.
During the operation, 61-year-old Herbert A. Daligdig of Kapa‘a, was arrested for non-
compliance. Among the other 142 registered sex offenders on Kaua‘i, 137 were confirmed to be
in compliance, and five could not be located. KPD and U.S. Marshals continue their efforts to
locate these five individuals, and all non-compliance cases will be referred to the Kaua‘i Office
of the Prosecuting Attorney.
U.S. Marshals also assisted KPD in a custodial interference investigation this week,
which resulted in the safe recovery of two children. Jennifer Carpenter, age 45 of Līhu‘e, was
arrested for Custodial Interference in the First Degree.
Police are asking the public for assistance in locating Edward Carpenter, age 47 of
Līhu‘e, who is a second suspect in this investigation. Anyone with information on the
whereabouts of Edward Carpenter is urged to contact Kaua‘i Police Dispatch at 241-1711.
Those wanting to remain anonymous can contact Crime Stoppers Kaua‘i at 246-8300.
The Hawai‘i Criminal Justice Data Center, an agency of the state Department of the
Attorney General, keeps a public listing of all registered sex offenders in the state. To search
for a registered sex offender, visit the HCJDC website at http://ag.hawaii.gov/hcjdc.
