HomeMy WebLinkAbout6.075 POLICE OFFICER I 20180419DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUA' I POLICE OFFICER 1 6.075 PO -07; BU -12 Duties Summary: Under general supervision performs police work of moderate difficulty and complexity in law enforcement, crime prevention, investigations or in other specialized areas; may perform plain clothes assignments; and performs other related duties as required. Distinguishing Characteristics: This class differs from that of the Police Services Officer in that the Police Officer I performs police work of moderate difficulty and complexity in law enforcement, crime prevention, investigation or in other specialized areas; whereas, the Police Services Officer attends recruit classes; performs a variety of law enforcement, crime prevention, investigative and other specialized duties as a trainee police officer. This class differs from the Police Officer II in that the Police Officer I performs a variety of law enforcement, crime prevention, investigative or other specialized areas; whereas, the Police Officer II regularly performs complex assignments requiring the use of highly specialized knowledges, techniques, methods and procedures in the execution of police work. This class differs from that of Detective in that Police Officer I performs police work of moderately difficulty in law enforcement, crime prevention, investigations or other specialized areas and is generally, although not always, in uniform; whereas, the Detective performs difficult and complex investigative police work by virtue of the nature of the investigations conducted and the types of cases handled and may incidentally supervise others. This class differs from that of Police Sergeant in that the Police Officer I independently performs police work of moderately difficulty in law enforcement, crime prevention, investigations or other specialized areas; whereas, the Police Sergeant supervises or assists in supervising a squad or detail of police officers, or supervises and /or participates in a phase of a technical or administrative services activity. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) Police Officer 1 2 6.075 • Patrols a designate area of the community in a patrol car to discover and prevent the commission of crime and to enforce traffic and parking regulations; • Responds to complaints and requests for assistance and takes necessary police action; • Checks buildings to see that they are secured; • Makes investigations of traffic accidents and preliminary investigations of crimes; • Makes arrests, obtains and preserves evidence and prepares reports; • Locates and interviews witnesses; • Testifies in court; • Checks for parking and other traffic violations and directs traffic; • Conducts follow -up investigations of major traffic accident cases including cases involving fatalities; • Conducts investigation of gambling, illegal sale of liquor, commercialized sex operations and other vice control work; • Investigates cases involving theft or illegally converted use of automobiles; • Checks the operations of taverns, pool halls, clubs and other similar establishments for compliance with laws and ordinances; • Participates in investigating cases involving the illegal possession, sale or use of narcotics and other dangerous drugs; • Learns and becomes knowledgeable of the various types of narcotics and drugs, their characteristics and uses, distribution techniques, etc.; • Investigates misdemeanor and felony offenses by and against juveniles; • Ascertains validity of information or secures evidence for the arrest of persons alleged to have committed a crime; • Searches for and apprehends suspects; • Interviews suspects, complainants and witnesses to obtain information about criminal activities; • Participates in stakeout; Police Officer 1 3 6.075 • Serves warrants, subpoenas or penal summonses; • May take fingerprints; • May give talks on police activities such as traffic safety, JPO, narcotics, gambling, etc.; • Maintains the security of public buildings, parks and beaches; • May conduct investigation of fires and industrial accidents; • Assists and participates in community relations activities; • Supervises school children acting as JPOs; • Instructs JPOs in safe and proper methods for controlling the movement of pedestrian and vehicular traffic; • Maintains surveillance of organized criminal, subversive and other activities; • Provides security for visiting dignitaries and officials; • Establishes and maintains contacts with informers; • Prepares and submits reports on activities during tour of duty as required; • May operate radio communication equipment to receive and transmit messages; • Logs calls and complaints and action taken; • Familiarizes self with general and special orders, police bulletins and other related materials. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and one (1) year of police experience. Firearms Requirement: Must be qualified to carry and /or possess firearms or ammunition in accordance with State and federal laws, e.g. no misdemeanor or felony domestic violence conviction. License Requirement: Possession of a valid motor vehicle operator's license. Police Officer 1 4 6.075 Knowledge of: police principles, practices, methods and techniques; pertinent County ordinances, State and Federal laws; the laws of arrest; court procedures. Ability to: interpret and explain laws, ordinances, rules and regulations; apply police principles, practices, methods and techniques; follow oral and written instructions; interact professionally with the general public; keep records and prepare reports. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper by the County of Kauai for performance of the duties. SSoecial Working Conditions: irregular hours, shift and weekend work and exposure to hazardous and obnoxious conditions as required. This is an amendment to the specification for the class of POLICE OFFICER, which was approved on October 14, 1976, retitled to Police Officer I on December 13, 1989, amended on August 14, 1991, April 7, 2004 and July 22, 2004, and is to be substituted for that specification.
