LANDFILL OPERATIONS ASSISTANT 7.023
Duties Summary:
Performs semi - skilled and manual labor work tasks at
the County landfill's working face and public drop -off
areas; advises landfill users to observe applicable rules
and regulations; assists landfill operations by directing
incoming refuse carrying vehicles; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for
performing a variety of manual and supportive tasks at the
County landfill, including the direction of incoming
vehicles to proper dump sites, ensuring that users of the
solid waste worksite observe applicable rules and
regulations, keeping unauthorized persons away from landfill
restricted areas, and performing other related work as
required under hazardous, dusty and obnoxious conditions.
Examples of Duties:
Directs incoming refuse carrying vehicle at the
landfill's active face and residential drop -off areas;
observes the unloading of refuse by commercial haulers and
the general public; routinely inspects refuse for
unauthorized and hazardous wastes and directs its proper
disposal or reloading and removal; controls and directs the
unloading and proper placement of authorized refuse; keeps
unauthorized persons from restricted areas; watches for and
reports abnormal operating conditions; ensures the
observance of applicable rules and regulations; keeps drop -
off site area neat and clean of scattered rubbish and
debris; cleans and maintains grounds, roadways and
structures; may collects, checks and verifies disposal fee
coupons from commercial haulers and keeps appropriate
records; assists equipment operators in coordinating waste
placement duties and directing traffic; may assist operators
with trailer coupling, replacing attachments, opening and
closing trailer gates, securing loads, etc.; performs manual
and supportive tasks in maintaining buildings, grounds and
equipment at the landfill; regularly attends training
sessions relating to landfill operations, environmental
control and monitoring, and health and safety; may operate
and maintain a pick -up truck.

ASSISTANT
Minimum Qualification Requirements for the Class:
Training and Experience: Combination of education and
experience substantially equivalent to graduation from high
school and one (1) year of manual labor experience.
License Requirement: Possession of a valid motor
vehicle operator's license as applicable to the position.
Knowledge of: common hand tools and their use; common
methods, procedures and materials used in maintenance;
occupational hazards and precautionary measures applicable
to the work.
Ability to: deal tactfully and effectively with the
public; effectively communicate landfill rules and policies
to its users; perform heavy manual labor under obnoxious
conditions; understand and follow written communication,
rules, policies; do simple reports; operate a motor vehicle
and simple machinery.
Health and Physical Conditions:
Persons seeking appointment to positions in this class
must meet the health and physical condition standards deemed
necessary and proper for performance of the duties.
Special Working Conditions: Work is performed outside
exposed to a variety of weather conditions and outdoor
elements such as: unknown and dangerous conditions, unusual
environmental stress, contagious infectious diseases,
irritating chemicals, life - threatening situations, excessive
dampness, heat, humidity, dry atmosphere, constant /excessive
noise, slippery /uneven walking surfaces, grease, oils, dust,
dirt, fumes, smoke and gases. Work may involve rotating
shifts, long or irregular work hours, working around
machines with moving parts and moving objects, working on
ladders or elevated surfaces.
This is the first specification approved for the new
class LANDFILL OPERATIONS ASSISTANT effective October
2, 2007.
