Duties Summary:
Plans, manages, directs and oversees the county -wide capital improvement
program activities; develop and maintain the County's asset management plan for major
assets; serves as principal technical advisor on all capital improvement project (CIP)
matters and maintaining capital assets; and performs other related duties as required.
Distinguishing Characteristics:
This single position class is has the overall responsibility for planning, managing,
directing and overseeing the county -wide capital improvement program activities. In
addition, responsible for developing and maintaining a County asset program aimed at
optimizing the life -cycle cost and replacement schedule of the County's major physical
assets.
Examples of Duties: (The following are examples of duties and are not necessarily

does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Plans, manages, directs and oversees the county -wide programs involving capital
improvement programming;
• Reviews, analyzes, evaluates and formulates recommendations on the annual
and six -year capital improvement program and budget for the County;
• Makes recommendations on short- and long -term programming, funding sources,
cost estimates, and designation of priorities;
• Prepares the annual CIP budget, updating status of projects and funding needs
including the need for bond funding for larger capital projects;
• Develops and maintains a plan for asset management, to include inventory of the
County's capital assets, condition assessment, decision support tools, investment
priorities, identification of resources and an evaluation plan;
• Reviews and evaluates capital improvement projects for conformity to the County
general plan and State and Federal legislation and regulations;
• Analyzes and interprets data for use in asset prioritization, project development,
and lifecycle planning;

• Participates with the development and implementation of administrative policies
and procedures relating to the capital improvement program and asset
management program;
• Evaluates capital improvement projects in order to determine potential impacts
on economic development, land use, environmental quality, public safety and
social concerns;
• Conducts studies, surveys and data collection in order to evaluate and make
recommendations regarding CIP projects;
• Determines condition of assessed values to support compliance with GASB -34
financial reporting and other regulatory reporting requirements;
• Consults with department and agency heads and other governmental agencies
and public groups in the preparation of final summary reports;
• Directs the programming and implementation of State CIP appropriations
including preparation and periodic updating of the County's expenditure plan for
State funded projects;
• Responsible for the effectuation of developed plans through public presentation
for information and acceptance;
• Reviews consultant's draft plans and specifications for CIP projects and makes
suggestions and recommendations for revision prior to finalization;
• Performs other related duties as required.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
baccalaureate degree in public administration, business administration, financial
planning or a related field and six (6) years of progressively responsible professional
experience in project management, budgeting, financial management or a related field,
including or supplemented by one (1) year of administrative experience involving
responsibility for the management, assessment, and coordination of planning policies,
activities and programs.
Knowledge of: principles of capital improvement planning; principles and
practices of asset management; governmental budgeting and procurement procedures;
governmental organization and functions; methods and practices used in the
preparation of specifications, estimates and contracts; report writing.

Ability to: oversee a capital improvement program; plan, schedule and implement
a comprehensive asset management program; formulate short- and long -range
objectives; make sound evaluations and recommendations; identify problems and
develop alternative solutions; establish and maintain effective working relationships with
governmental agencies and the public; prepare clear and concise reports and
correspondence; communicate effectively orally and in writing.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.
This is the first specification approved for the new class COUNTY CIP MANAGER.
