Duties Summary:
Plans, directs, and coordinates the management and improvement of County's
facilities and equipment, identifying facility assets, and providing a schedule for
replacement and options for financing the plan; and performs other related duties as
required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for the overall management and
improvement of the public building construction and replacement activities for County
facilities and equipment. This single position in this class exercises considerable
independent judgment in managing of facility improvement and development and
construction projects for the County.
Examples of Duties: (The following are examples of duties and are not necessarily

does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Plans, directs, and coordinates the management and improvement of County's
facilities and equipment, to include identifying the facilities assets;
• Participates in determining long -range objectives for the department and directs
the execution of approved projects relating to County facilities;
• Prepares plans, specifications, and designs for minor capital improvement
projects;
• Participates in the review and approval of awards, inspections, and final
payments of construction and service contracts;
• Checks designs, plans and specifications of structures in relation to the
maintenance requirements of such structures;
• Investigates problems associated with various types of building construction and
improvement;
• Prepares bid documents and project management of CIP projects county -wide;

• Meets with architects and contractors, and advises them on the requirements of
codes and their application;
Conducts studies to relating to equipment, maintenance approach, operational
alternatives and costs;
• Develops and implements operating policies and procedures and long -range
goals and objectives.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college of university with a
baccalaureate degree in engineering, architecture, business, public administration or a
related field and six (6) years of professional experience analyzing and making
recommendation for the solutions of problems of organization, procedures, program,
budget, or personnel, including or supplemented by one (1) of supervisory of
administrative responsibility for operations and facilities management.
License Requirement: Possession of a valid motor vehicle operator's license.
Knowledge of: principles and practices of administration; theories and practices
of civil engineering and architecture; principles and practices of asset management;
principles and practices of building construction and maintenance; legal requirements of
building, plumbing, and electrical codes; methods and practices used in the preparation
of specifications, estimates, and contracts; governmental budgeting and procurement
procedures; report writing.
AbilLto: formulate long -range objectives; make sound evaluations and
recommendations; prepares plans, specifications and proposals; conduct feasibility,
engineering and cost studies; prepare clear and concise reports; identify problems and
develop alternative solutions; deal effectively with other governmental agencies and the
public.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.

This is an amendment to the specification for the class FACILITIES IMPROVEMENT
MANAGER approved on July 20, 2016, effective July 1, 2016 and is to be
substituted for that specification.
