EXECUTIVE SESSION
ES KFC 2018-015 Pursuant to Hawaii Revised Statutes §92-4 and §92-5 (a) and (2) and (4), the
purpose of this Executive Session is for the Commission to deliberate and
make a decision on the hiring of a new Fire Chief and other related matters
where consideration of matters affecting privacy will be involved and to
consult with its attorney on questions and issues pertaining to the
Commission's powers, duties, privileges, immunities and liabilities as they
may relate to this agenda item.

Persons wishing to offer comments are encouraged to submit written testimony at least 24 hours

Fire Chief Westerman gave an overview of his monthly activities highlighting the
hurricane lane event, his attendance to the County Council meeting to show his
support of a donation made by the Kauai Life Guard association and to accept a
grant for the Department's command and control blue card program, the 28t'
recruit class graduation ceremony and the State of Hawaii Drowning Prevention
and Ocean Safety Conference held at the Kauai Marriott Resort and Spa which

included the Junior Lifeguard Championship in which the Kauai Jr. Lifeguards
took 2°d place and the Oahu Jr. Lifeguards took 1st place in the competition. Of
significance was his meeting with his fire inspectors to discuss how to place a
monetary value on major losses, how to determine if an item (s) are savable and
how to place an economic value on the benefits provided by a good or service.
This in regard to the fire that engulfed the Y. Hata Warehouse in L-ihu`e causing
an estimate of $1.5 million in damage.
Operations Bureau
Medical calls were down 381 compared to 748 in FY 2017/2018. Structural Fires
were also down 2 compared to 3 in FY 2017/2018. Vehicle fires were down 6 in
FY 2018/2019 compared to 7 in FY 2017/2018. Total calls in the month of
August were down 545 compared to last fiscal year of 1090 calls.
Equipment & Apparatus Status
There was nothing significant to report other than back-up Engine 4 is still
partially mission capable, but operational.
The Department held two meetings in the month of August. The first meeting was
with the Kekaha Sugar Mill property manager to coordinate a suitable plan to gain
access to the area in case of a fire and the second meeting was with the Hawaii
Wildlife Management to discuss and coordinate a fire prevention plan for the acres
of dry uncultivated land between Waimea and Kekaha.
Training Report throughout the month of August
12 firefighters attended the Field ID Suspicious Hazardous Chemicals Training.
(48 hours); 11 firefighters attended the How to ID Fentanyl and Other Synthetic
Drugs Training (88 hours); 13 firefighters attended the Recruitment Hazmat
Awareness/operations training (1040 hours).

Prevention Bureau
There was a total of 565 calls in the month of August compared to 360 calls the
time last year.
Ocean Safety Bureau
Kauai hosted the State of Hawaii Jr. Lifeguard Championships. There were a
total of four hours of lifeguard training in the month of August. Roving Patrol
calls were down due to the heavy rains and one report of a drowning in August.
Fiscal Budget for the period of August 31, 2018
16.67% of the budget was expended with a remaining 83.33 % of the original
budget of $32,098,761.00.
Daily Flight and Alarm Data Hours
There was a total of 3.1 hours in the month of August of which 0.1 hours went to
maintenance; 0.9 hours to rescue training; 0.9 to alarm search and rescue and 1.2
hours to alarm fire hours.
Chief Westerman reminded the Commissioners if they haven't done so yet to
register for the Hawaii Fire Chief s Association Conference which will be held at
the Grand Hyatt Resort in Po`ipu from November 16 through the 17, 2018.
Deputy Fire Chief Kilipaki Vaughan announced on Thursday, December 20, 2018
at 10:00 a.m. the Department will be holding its promotional ceremony at the

The Commissioners received public testimony by former Fire Captain Colin Wilson. Mr. Wilson had

thirty years of service in the Kauai Fire Department of which eighteen years was spent as the
Chairman for the State of Hawaii Firefighters Association. He pointed out that some of the
attributes that he feels are important in a fire chief is consistency and the ability to compromise when
working with the Hawaii Fire Fighters Union. He shared that Chief Westerman had an open door
policy (something he hopes the new fire chief would also adopt) where he could walk in and have a
discussion on issues and although they did not always agree on the issues it would usually end in a
hand shake and a compromise. He testified that Chief Westerman implemented great policies and
procedures that was designed to influence and determine all major decisions, as well as day-to-day
operations.

He pointed out that the new fire chief should not micromanage the Department because it could erode
the employees self-confidence unless a battalion chief was to go rogue by implementing his own
policies and procedures, then he would expect the new fire chief to step in and get the person back on
the same page with the rest of the battalion chiefs.
Ms. Kaauwai-Iwamoto asked if he still affiliates with members in the Kauai Fire Department.
Mr. Wilson replied yes, but as a member of the community, then a working associate.
Mr. Levinthol thanked Mr. Wilson for his years of service as a Fire Captain in the Kauai Fire
Department and for volunteering his time to be the assistant soccer coach for the Kapa`a High School
girls soccer team.
Mr. Garces thanked Mr. Wilson for his testimony and noted that every piece of good information
would help the Commission in making the right decisions.
Mr. Miranda stated that in today's society there are a lot of negative outside influences that can effect
a person's job performance like substance abuse, neglect and other less desirable influences. He
asked what his thoughts are when it involves an employee in the Fire Department. Mr. Wilson
replied that like any other organization firefighters are not perfect and they do fall short. Firefighters
consider themselves family so if there's an issue with an individual the department, union and
himself personally would take every means to direct the individual to the right agency so they can get
the help they need.
