ES KFC 2018-002 Pursuant to Hawaii Revised Statutes §92-4 and §92-5 (a) and (2) and (4), the
purpose of this Executive Session is for the Commission to deliberate and
make a decision on the hiring of a new Fire Chief and other related matters
where consideration of matters affecting privacy will be involved and to
consult with its attorney on questions and issues pertaining to the
Commission's powers, duties, privileges, immunities and liabilities as they
may relate to this agenda item.
ES KFC 2018-013 Pursuant to Hawaii Revised Statutes §92-4, §92-5 (a) (4), §92-9 (a) (1-4)
and (b), the purpose of this Executive Session is for the Commission to
approve the Executive Session meeting minutes of November 5, 2018 and

NOTICE OF EXECUTIVE SESSION
Pursuant to Hawaii Revised Statutes, ("H.R.S.") §92-7(a), the Commission may, when deemed
necessary, hold an Executive Session on any agenda item without written public notice if the
Executive Session was not anticipated in advance. Any such Executive Session shall be held
pursuant to H.R.S. §92-4 and §92-9 and shall be limited to those items described in H.R.S. §92-
5(a). Discussions held in Executive Session are closed to the public.

Strategic Initiatives and Goals
11/23/2018
Strateeic Initiative 2. Invest in KFD's future by ensuring the training and development
of department personnel to build capacity and leadership.
Goal 2.1.3 Implement written job performance reviews (JPRs) for firefighter and ocean safety
recruits at least every three (3) months during probation. For firefighter recruits, conduct a
review after each rotation. FY2018 100%, starting with new recruits within that fiscal year.
UPDATE: 9/30/2018 - Training Bureaus completed reviews at end of each class with each
recruit and by each instructor. One recruit released do to nonperformance. Program works and
we will continue to use this performance management routine going forward. This will close this
Initiative. 100% complete.
Goal 2.2.1 Initiate improvements in the hiring and probation period and the promotion process.
UPDATE: 11/1/2018 - Chief Vaughan and other members of the Friends of Kauai Fire
Department provided an opportunity for members of the public to study prior to the exam. The
program worked well. This will close this initiative. 100% complete.
Strateeic Initiative 3. Initiate planning and preparation to provide emergency medical
services.
Goal 3.1 Prepare to provide basic life support (BLS) service to meet immediate needs.
UPDATE: 11/1/2018 - We have now trained 66.

Goal 4.2.1: Research new public and private grant opportunities. Performance Measure:
FY2018 apply for 6 additional public/private grants
UPDATE 11 /01 /2018 - CDBG $400,000 (Kalaheo Fire Station, roof, driveway, and PV roof top
solar) and HMSA $30,000 for manikins and $18,668.25 second half of the 37,336.50 from the
State DOH as partners in our Home Health Wellness and Fire Prevention Program. Applied for
AFG2018 Grant for Tender $350,000 (denied), Fire Prevention and Safety Grant 2018 $50,000
Blue Card Command approved. KLA $66,400 Life Guard tower, Camera, Sound System, Solar
System, Surf Board.
Strateaic Initiative 5. Institutionalize planning to meet the facility needs of the Kauai
Fire Department.
Goal 5.1: Maintain an average response time of 6 min 90% of the time
UPDATE: 11/01/2018 - Response times as reflected in the RMS show we have not been running
6 minutes or less but we are improving this month we averaged 7.11 down from 7.12 previous.
We are still trying to find a way to disqualify the outliers in our data. This data is for 1 July
2018 to 1 November 2018
