HomeMy WebLinkAboutFC 10-01-18 Approved Open Session MinutesCOUNTY OF KAUAI Minutes of Meeting OPEN SESSION Board/Commission Kauai Fire Commission Meeting Date I October 1, 2018 Location Mo'ikeha Building — Meeting Room 2A/B Start of Meeting: 2:00 p.m. End of Meeting: 4:15 p.m. Present Vice Chair Chad Pacheco; Commissioners: Alfredo Garces Jr. Linda Kaauwai-Iwamoto, Alfred Levinthol and Clifton (Jimmy) Miranda (arrived at 2:05 p.m.). Also present: Board & Commissions Office Staff: Support Clerk Mercedes Omo; Administrator Nicholas R. Courson; Office of the County Attorney: Deputy County Attorney Peter Morimoto; Fire Department: Fire Chief Robert Westerman, Deputy Fire Chief Kilipaki Vaughan and Secretary Debby Gatioan. Excused Chair Thomas Nizo and Commissioner Michael Martinez Absent SUBJECT DISCUSSION ACTION Call To Order Vice Chair Pacheco called the meeting to order at 2:00 p.m. with four Commissioners present to conduct business. Approval of Vice Chair Pacheco called for a motion to approve or amend the meeting minutes Mr. Miranda moved to approve the Meeting Meeting Minutes of September 4, 2018. Minutes of September 4, 2018 as circulated. Mr. Levinthol seconded the motion. The motion carried 5:0. Chiefs Monthly 1. Fire Commission Reports as of August 31, 2018 Reports 2. Fiscal Reports 3. Daily Flight/Data Hours 4. Chief s announcements and other pertinent updates Fire Chief Westerman gave an overview of his monthly activities highlighting the hurricane lane event, his attendance to the County Council meeting to show his support of a donation made by the Kauai Life Guard association and to accept a grant for the Department's command and control blue card program, the 281h recruit class graduation ceremony and the State of Hawaii Drowning Prevention and Ocean Safety Conference held at the Kauai Marriott Resort and Spa which Kauai Fire Commission Open Session Meeting Minutes of October 1, 2018 Page 2 SUBJECT DISCUSSION ACTION included the Junior Lifeguard Championship in which the Kauai Jr. Lifeguards took 2nd place and the Oahu Jr. Lifeguards took 1st place in the competition. Of significance was his meeting with his fire inspectors to discuss how to place a monetary value on major losses, how to determine if an item (s) are savable and how to place an economic value on the benefits provided by a good or service. This in regard to the fire that engulfed the Y. Hata Warehouse in Lihu`e causing an estimate of $1.5 million in damage. Operations Bureau Medical calls were down 381 compared to 748 in FY 2017/2018. Structural Fires were also down 2 compared to 3 in FY 2017/2018. Vehicle fires were down 6 in FY 2018/2019 compared to 7 in FY 2017/2018. Total calls in the month of August were down 545 compared to last fiscal year of 1090 calls. Equipment & Apparatus Status There was nothing significant to report other than back-up Engine 4 is still partially mission capable, but operational. The Department held two meetings in the month of August. The first meeting was with the Kekaha Sugar Mill property manager to coordinate a suitable plan to gain access to the area in case of a fire and the second meeting was with the Hawaii Wildlife Management to discuss and coordinate a fire prevention plan for the acres of dry uncultivated land between Waimea and Kekaha. Training Report throughout the month of August 12 firefighters attended the Field ID Suspicious Hazardous Chemicals Training. (48 hours); 11 firefighters attended the How to ID Fentanyl and Other Synthetic Drugs Training (88 hours); 13 firefighters attended the Recruitment Hazmat Awareness/operations training (1040 hours). Kauai Fire Commission Open Session Meeting Minutes of October 1, 2018 Page 3 SUBJECT DISCUSSION ACTION Prevention Bureau There was a total of 565 calls in the month of August compared to 360 calls the time last year. Ocean Safety Bureau Kauai hosted the State of Hawaii Jr. Lifeguard Championships. There were a total of four hours of lifeguard training in the month of August. Roving Patrol calls were down due to the heavy rains and one report of a drowning in August. Fiscal Budget for the period of August 31, 2018 16.67% of the budget was expended with a remaining 83.33 % of the original budget of $32,098,761.00. Daily Flight and Alarm Data Hours There was a total of 3.1 hours in the month of August of which 0.1 hours went to maintenance; 0.9 hours to rescue training; 0.9 to alarm search and rescue and 1.2 hours to alarm fire hours. Chief Westerman reminded the Commissioners if they haven't done so yet to register for the Hawaii Fire Chief s Association Conference which will be held at the Grand Hyatt Resort in Po`ipu from November 16 through the 17, 2018. Deputy Fire Chief Kilipaki Vaughan announced on Thursday, December 20, 2018 at 10:00 a.m. the Department will be holding its promotional ceremony at the Mo'ikeha Building. The ceremony will be involve 23 personnel in the Kauai Fire Department to the rank of captains and firefighter III's. Kauai Fire Commission Open Session Meeting Minutes of October 1, 2018 Page 4 SUBJECT DISCUSSION ACTION Executive At 2:24 p.m. Vice Chair Pacheco cited the Hawaii Revised Statutes to bring the Session meeting into Executive Session. ES KFC 2018-012 Pursuant to Hawaii Revised Statutes §92-4 and §92-5 (a) and (2) and (4), the purpose of this Executive Session is for deliberation and decision -making by the Commission relating to the recommendations as presented by the Permitted Interaction Group on the hiring a new Fire Chief, and to consult with its attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities and liabilities as they may relate to this agenda item. Motion No. 4 Motion carried 5:0 to conduct a background check on the candidates similar to what the Fire Department does for its recruits.
