For the purposes of this definition, substantial improvement is considered to occur when the first alteration of any wall, ceiling, floor, or other structural part of the building commences, whether or not that alteration affects the external dimensions of the structure." The Department of Public Works (DPW) Engineering Division has reviewed the project that proposes the interior improvements for Unit 408 at the Pu`u Po`a Condominium. The structure contains 24 units. DPW has determined that the proposed improvements do not constitute a substantial improvement. A summary of the calculations follows. MarkeP Value There were 2 total building permits for the structure within the past 10 years. The first permit, B No. 11-1559, was approved in 2011. Therefore, the market value used in the calculations is th Replacement Cost New Less Depreciation (RCNLD) value in 2011 for the structure. The 201 RCNLD was determined to be $10,854,314 for Building No. 2. The Engineering Division has used the RCNLD as determined by the County's Real Propert Assessment Division in its calculations. If the owner chooses to dispute this value, then a appraisal of the structure must be provided at the owner's expense. The appraisal shall be prepare by a professional appraiser licensed in the State of Hawaii and the market value shall be based c the "Cost Approach" (or Replacement Cost New Less Depreciation). An Equal Opportunity Employer Larry and Connie Cliatfeild Pu`u Po'a Condominiums. Hanalei lvlay 31, 2016 Cost of Improvements The cost of past building permits is taken to be the valuation shown in DPW Building Division records. The total cost of improvements for the proposed interior renovations is taken to be the cost estimate of $468,585 that was provided in the proposal by Brower Construction dated May 15, 2016. The total cost is summarized as follows for the past 10 years: j_ BP 11.2062_ $ 20,000 j - - - - -------------------------- BP 11-1559 305000 j $ - - - CurrentBP - - - $ --------- - - - - -' ----- -4681585_______' Total Cost $ 5185585 ; -- -------- Summary The cost of improvements compared to the market value is: Cost of Improvements (past 10 years): $518,585 _ Market Value (Real Property): $10,854,314 0.478 or 4.78% Since the total cost does not exceed 50% of the market value, the improvement is not considerec to be substantial.
