Project Description The development would include installation of a radio equipment shelter (6 feet wide x 8 feet deep x 10.5 feet high) on a concrete pad, the installation of a wooden antenna pole that would support the ADS-B antenna system, installation of an 8-foot tall chain link fence that would surround the radio station equipment, and installation of underground electrical and telecommunication conduit that would run between the radio equipment shelter and an existing power pole. The total height from the base of the pole (ground) to the top of the antenna would be 39.25 feet. See Lease Exhibit. The proposed ADS-B radio station would be located on State of Hawaii, Deparhnent of Transportation, Airport Division (DOT -Airport) property at the Port Allen Airport, on Lele Road, in the town of Hanapepe, on the Island of Kauai. The site is located within Tax Map Key (TMK) (4) 1-8-008:004. Exelis has leased a 342 square foot area from DOT -Airport for the installation and operation of the ADS-B radio station. See Figure 1 — Site Location Map. Beach Processes Beach processes are a subset of coastal processes, which direct the ever changing features and characteristics of coastlines and beaches. Forces acting on these environments include tidal, wind and wave action. These forces result in both the seasonal and temporal deposition of material and erosion. The proposed ADS-B radio station would not be located in a tidal zone or flood zone and would not effect or be effected by tidal or wave action. See Figure 2— Flood Zones. The Port Allen Peninsula is known for strong winds. The small equipment shelter will not block or affect prevailing wind patterns or forces. Public Beach Access The proposed ADS-B radio station is inland of the coastal access road and would not affect public beach access. See Figure 1 — Site Location Map. Coastal Erosion and Hazards The proposed ADS-B radio station would occupy a small 342 square foot area approximately 185 feet inland from the shoreline. The site is approximately 20 feet (f 5 feet) above sea level. The proposed site is inland from the existing coastal access road. The development would not contribute to coastal erosion or hazards. It is not anticipated that the proposed radio station would be affected by coastal erosion or hazards, as the site is located approximately 185 feet inland and approximately 20 feet above sea level (f 5 feet).
