HomeMy WebLinkAbout15A2092 ASSISTANT EXECUTIVE ON TRANSPORTATION 20190215DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI ASSISTANT EXECUTIVE ON TRANSPORTATION 15A2092 EM -01, BU -13X Duties Summary: Assists in the management and administrative support services to the Transportation Agency; assists in the planning, development, administration and direction of transportation programs; assists with providing and maintaining safe and accessible transportation services; assists in coordinating grant applications in securing federal, state and local funds; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Executive on Transportation in that the Assistant Executive on Transportation assists in administering the functions of the Transportation Agency; whereas the Executive on Transportation acts as the Agency Head and is responsible for administration of the Agency. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Assists with planning, directing, developing and coordinating the development, improvement and maintenance of transit facilities; • Assists with managing the daily operational and personnel management functions of the Transportation Agency; • Assists with the planning, direction, development and coordination of transportation services, fixed -route and paratransit operations; • Participates in the formulation and administration of agency administrative and operational policies and procedures in compliance with Federal, State and County rules and regulations and collective bargaining agreements; • Assists with the management, planning, coordination and development of resources for programs including preparation of transportation grants and funding proposals; • Assists in the preparation and management of the agency's multi- funded annual budget, including funding from the Federal, State and County; ASSISTANT EXECUTIVE ON 2 15A2092 TRANSPORTATION • Participates in agency personnel hiring, training and organizing staff resources; • Assists with researching and preparing bid specifications, resolutions, ordinances and contracts; • Participates in identifying and assessing long range and short term community transportation needs for level and type of service requirements for various developments, including residential, business and human service organizations and provide recommendation for service; • Assists with monitoring funding source compliance and preparing reports for various funding sources; • Assists in the supervision, direction and management of the activities of subordinates; • Participates in the investigation and resolution of grievances with employees and unions; • Participates in the development and implementation of promotional marketing and training and educational efforts; • Represents the Executive on Transportation at meetings and conferences with government agencies, the County Council and community groups relating to transportation matters. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public or business administration or a related field, and three (3) years of experience in public administration and /or planning and coordinating activities for a transportation program. License Requirement: Possession of a valid motor vehicle operator's license; license, certification, registration as required by Federal, State or County government. Knowledge of: principles and practices of public administration, including planning, budget administration, organization and public relations; Federal, State and County regulations applicable to public carriers; principles and practices of public relations and the dissemination of information; principles and practices of supervision; report writing; grant writing; inspectional and investigative practices and techniques; Federal drug testing regulations and ADA requirements applicable to transportation operations. Ability to: interpret and administer Federal, State and County regulations relating to public carriers; plan, assign, direct and evaluate the work of others; ASSISTANT EXECUTIVE ON 3 15A2092 TRANSPORTATION develop operating standards and policies; formulate long rang objectives and goals; prepare proposals for grants and manage grant funds; develop and maintain effective relationships with other government and community agencies; deal tactfully and effectively with the public. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
