RESOLUTION ESTABLISHING TRAFFIC LANE MODIFICATIONS
AND PARKING RESTRICTIONS ON A PORTION OF KAMALI’I STREET;
ESTABLISHING TURN RESTRICTIONS ON LILI’UOKALANI STREET
AT KAHE STREET;AND ESTABLISHING A TIME LIMIT
PARKING ZONE ON KAHE STREET
WHEREAS,Chapter 16,Article 2 of the Kaua’i County Code 1987,as
amended,authorizes the Kaua’i County Council to:create,define,re-define,
eliminate,or change all traffic lanes,crosswalks,no-parking zones,and time-limit
parking zones;and to determine and designate bicycle lanes and bicycle paths upon
which the operation of mopeds is prohibited;and
WHEREAS,Kamali’i Street,Kahe Street,and Lili’uokalani Street are located
in the Hanalei District,County of Kaua’i,State of Hawai’i;and Section 16-5.1(c),
Kaua’i County Code 1987,as amended,authorizes the County Council to set
maximum speed limits;and
WHEREAS,the County Engineer,based on an engineering and traffic
investigation,has recommended the following:
•Establishment of a single one-way lane for motor vehicle traffic in the
westbound direction on Kamali’i Street;
•Establishment of a lane for use by pedestrians,bicyclists,and other
non-motorized users on Kamali’i Street;
•Establishment of parking restrictions on a portion of Kamali’i Street;
•Restricting turning movements from Lili’uokalani Street to Kahe Street
during school arrival and dismissal times;
•Establishment of a thirty (30)minute parking zone on Kahe Street on
school days;now,therefore
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I,
STATE OF HAWAI’I THAT:
SECTION 1.Kamali’i Street is hereby established to be a one -way street
with one lane for motor vehicle traffic traveling in the westbound direction between
Momi Street and Kahe Street,as shown on the map designated Exhibit “A”,attached
hereto and incorporated herein by reference.
SECTION 2.Kamali’i Street is hereby established to have one lane for
two-way travel by motor vehicle traffic between Kahe Street and Kilauea Elementary
School,as shown on the map designated Exhibit “A”,attached hereto and
incorporated herein by reference.
SECTION 3.A lane for two-way use by pedestrians,persons using
bicycles,and persons using other human-powered vehicles and devices;upon which
the operation of mopeds is prohibited;is hereby established on the north side of
Kamali’i Street,as shown on the map designated Exhibit “A”,attached hereto and
incorporated herein by reference.Pedestrians,persons using bicycles,and persons
using other human powered vehicles and devices proceeding in opposite directions
shall pass each other to the right.Motor vehicles may be driven in this lane as
authorized by Hawai’i Revised Statutes (HRS)Section 291C-123 and when traveling
in the westbound direction if it is necessary to yield to eastbound vehicles traveling
in the two-way lane established in SECTION 2 of this Resolution.
SECTION 4.No person shall stop,stand,or park any vehicle for the
purpose of school pick-up or drop-off on Kamali’i Street between Kilauea Elementary
School and Kahe Street.
SECTION 5.Left and right turns are hereby prohibited from
Lili’uokalani Street to Kahe Street from 7:00 a.m.to 8:30 a.m.and from 2:00 p.m.
to 3:00 p.m.on days when school is in session.
SECTION 6.Parking is hereby restricted to thirty (30)minutes
from 7:00 a.m.to 3:00 p.m.on Kahe Street on days when school is in session.
SECTION 7.The County Engineer or his representative shall mark and
post appropriate pavement markings and signs at redefined traffic lanes,turn
restrictions,and parking zones that are established herein in accordance with the
provisions provided by law.
SECTION 8.Any person convicted of violating any provisions of the
Traffic Code of the County of Kaua’i,Chapter 16,Kaua’i County Code 1987,as
amended,shall be subject to the penalties prescribed in Section 16-21.6,Chapter 16,
Kaua’i County Code 1987,as amended.
SECTION 9.This Resolution shall take effect upon its approval and the
posting or marking of appropriate signs and markings.
