MAJOR CHANGES AND/OR VARIANCES IN OPERATIONS BUDGET KEMA staffing remains the same with four (4) County-funded positions, and two (2) grant- funded positions. Position 2504 Grant Coordinator has been reclassified to Emergency Management Senior Staff Officer. Position 2502 has been reclassified from Public Safety Services Secretary to Emergency Management Staff Officer. Position 9021 (fully funded by grant) has been reclassified from Emergency Management Staff Officer to Program Support Technician II. Repair & Maintenance Equipment (43-02) is has increased due to the addition of upgrades required for the County's 800 MHz radio system. These include electrical upgrades that are required at the Hanalei Fire & Police station, as well as the addition of the annual maintenance fees for the encryption of the system. Also, the system 's current software is no longer supported by Motorola and is requiring an upgrade. 3. OPERATIONAL CHALLENGES The main operational concern continues to be staffing, for both the Emergency Management and Administrative Branch, as well as the Telecommunications Branch. With the ongoing recovery efforts of the April 2018 flooding, as well as response to the last hurricane season, daily work and projects have experienced increased challenges and delays. 4. TOP 3 OPERATIONAL HIGHLIGHTS FROM FY 2019 Hurricane Lane -As Hurricane Lane approached the State of Hawaii, KEMA EOC was activated to Level 3, Enhanced Steady State for 8 days, followed by Level 2, Partial Activation over two days as a result of two separate Flash Flood Warnings. Impacts from the Flash Flood Events related to Hurricane/Tropical Storm Lane resulted in a presidentially declared disaster, DR-4395. As many of the areas were still in recovery after the April 2018 Severe Flooding event, DR-4365, they suffered further damage. February Winter Storm -In preparation for an unprecedented winter storm, KEMA EOC was activated to Level 3, Enhanced Steady State for 3 days, followed by Level 2 , Partial Activation for one day for monitoring and response. Coastal inundation was observed across the north shore , and the high winds caused downed trees and utility lines , along with widespread power outages. EOC Audio Visual Upgrades -Utilizing Homeland Security Grant Funding, KEMA was able to upgrade the audio visual system in the EOC. The former three 10-foot rear projection screens were replaced by an eighteen screen video wall. Also included was new media equipment in the various breakout rooms, as well as new video teleconferencing equipment. This portion of the project cost $394,229.82.
