Members: Fely Faulkner, Elizabeth Hahn, Karen Matsumoto and Vonnell Ramos. Also: Deputy County Attorney Peter Morimoto and First Deputy County Attorney Nicholas Courson. Acting Director of Human Resources Janine Rapozo (left at 3: 04 p.m.). Office of Boards and Commissions Staff. Administrator Ellen Ching (arrived at 3:10 p.m.) and Commission Support Clerk Sandra Muragin. Excused Vice Chair Richard Jose. Absent SUBJECT DISCUSSION ACTION Call To Chair Iida called the meeting to Order/Roll Call order at 3:01 p.m. with five members present constituting a quorum. Approval of Open Session Minutes of November 27, 2018 Ms. Hahn moved to approve the Minutes Open Session minutes of November 27, 2018. Ms. Faulkner seconded the motion. Motion carried 5:0. Acting CSC 2018-16 2018 December Director's Report Acting Director of Human Resources Janine Rapozo reviewed the Acting Director's Report for December with the Commission (on file). Ms. Rapozo stated she received notice from the Hawaii Government Employees Association (HGEA) that all units would file an impasse. She said HGEA has requested that each unit conduct arbitrations separately due to each unit having unrelated issues. Ms. Rapozo said separate arbitrations would extend decisions and funding award approval past the Legislative session, which ends April 30, 2019, and would place awards in retroactive pay. The first to go through arbitration is the Fire Department, which is scheduled the first week of January. Civil Service Commission Open Session December 11, 2018 Page 2 SUBJECT DISCUSSION ACTION With no questions for the Acting Director, the Commission moved on to the next agenda item. Business CSC 2018-17 Nominate and approve 2019 Officers for Chair and Vice Chair. Chair Iida opened the floor for nominations for Chair. • Ms. Matsumoto nominated Ms. Faulkner for Chair. • Ms. Faulkner nominated Ms. Hahn for Chair. • Ms. Hahn nominated Mr. Ramos for Chair. • Mr. Ramos nominated Mr. Jose for Chair. With no objections, Chair Iida closed the nominations for Chair. First Deputy County Attorney Nicholas R. Courson suggested they ask the nominated Commissioner if they were willing to serve or not. • Ms. Faulkner declined her nomination for Chair. • Mr. Ramos declined his nomination for Chair. Chair Iida called for a vote by show of hands for Ms. Hahn as Chair. Received 2:3. Chair Iida called for a vote by show of hands for Mr. Rames Jose as Chair. Received 3:2. Mr. Courson asked for another vote due to not meeting a quorum of four votes. Chair Iida called for a vote by show of hands for Ms. Hahn as Chair. Received 0:5. Chair Iida called for a vote by show of hands for Mr. Jose as Chair. Received 5:0. Chair Iida announced Mr. Jose is the Chair for 2019. Chair Iida opened the floor for nominations for Vice Chair. • Ms. Faulkner nominated Ms. Hahn for Vice Chair. • Ms. Faulkner nominated Mr. Iida for Vice Chair. With no objections, Chair Iida closed the nominations for Vice Civil Service Commission Open Session December 11, 2018 Page 3 SUBJECT DISCUSSION ACTION Chair Iida called for a vote by show of hands for Ms. Hahn as Vice Chair. Received 0:5. Chair. Chair Iida called for a vote by show of hands for Mr. Iida as Vice Chair. Received 5:0. Chair Iida announced that he will be the Vice Chair for 2019. Ms. Faulkner moved to go into Executive Session. Ms. Hahn seconded the motion. Motion carried 5:0. Mr. Courson introduced the Office of Boards and Commissions new Administrator Ms. Ellen Ching. Deputy County Attorney Peter Morimoto read the Executive Session. "Pursuant to Hawaii Revised Statutes §§92-4, 92-5 (a) (4), 92-9 (a) (1-4) and (b), 76-47 (e) the purpose of this executive session is to receive and approve Executive Session minutes, to consider the hire, evaluation, dismissal or discipline of any employee or officer of the County where consideration of matters affecting privacy will be involved, provided that if the individual concerned requests an open meeting, an open meeting shall be held; and to consult with the Commission's legal counsel on issues pertaining to the Commission's and the County's powers, duties, privileges, immunities, and/or liabilities as they may relate to this item, deliberate and take such action as appropriate. " The meeting moved into Executive Session at 3:15 p.m. Return to Open The meeting resumed in Open Session Session at 3:44 p.m. Announcements Next Meeting: Tuesday, January 22, 2019 — 2:00 p.m., Mo'ikeha Building, Liquor Conference Room 3.
