CSW 2018-14 Thank you card from Kapa`a High School students who attended the Career
Day event.
The Committee thanked Ms. Martinez for following up on the Kapa`a High School survey
and sharing the thank -you card. With no further discussion or comments, Chair
Wistinghausen moved to the next agenda item.
Business
CSW 2018-07 Continued discussion and possible action on establishing a Photo Gallery
and Video Archive collection of events and activities on the County of Kauai Committee on

ACTION
Administrator Nicholas Courson informed the Committee that Commission Support Clerk
Sandra Muragin and himself met with IT Manager Del Sherman and Mayor's Chief of Staff
Sarah Blane to discuss the photo gallery. He said he received approval to move forward and
allow Ms. Muragin the ability to upload pictures onto the CSW website. Mr. Sherman
wanted to maintain County website access to County employees and would work with Ms.
Muragin to accomplish this task. The Committee was provided examples of how the
websites of the Planning and Police Department posted pictures. Mr. Courson also shared
that Ms. Blane cautioned the posting of videos due to the Americans with Disability Act
(ADA) requirements. She said any video with audio would require captioning.
CSW 2018-12 Discussion and possible action on the use of Google docs to communicate
routine administrative matters. (Deferred 5116118]
Mr. Courson informed the Committee that the County was working on an online word
processor with similar features to Google docs that they anticipate coming online in two to
three months and recommended the Committee hold off until the IT Department completed
the implementation. The County's online word processor would allow non -County
employees use with individual log -on access. Hawaii State Commission on the Status of
Women Kauai Representative Lisa Ellen Smith suggested the Committee could use Google
docs for the Health Fair and then switch to the County's platform once it's implemented.
Mr. Courson agreed that could be done and reminded the Committee that it be used only for
administrative matters. Ms. Ignacio-Neumiller requested this be placed on the August
agenda as a reminder.
CSW 2018-10 Update on the approved items purchased using the remaining balance in the
Committee on the Status of Women's FY2017/2018 budget. (Discussed 4118118 and
51161181
Mr. Courson stated that the YWCA sponsorship of 10 women could not be processed due to
County policies that prohibit use of funds outside of the fiscal year. He also said the funds
were not properly set-up to sponsor individuals who are not CSW members because it is
considered a Grant -in -Aid and there are certain steps required to set that up. Mr. Courson

recommended the Committee agenda this in November or December for discussion. He said
they would need to present their budget to the Office of Boards and Commissions
Administrator, who would present it to the new Mayor and then it would be brought before
Council for approval.
Ms. Ignacio-Neumiller shared that she was approached by an organization who wanted to
donate monies to sponsor some of the girls' lunches for next year's Career Day event. Mr.
Courson said a donation to the Committee on the Status of Women would require Council
approval before the CSW could accept those funds; however, if they designate the
organization as a co-sponsor with the CSW for Career Day, then that would be considered
the individual co-sponsors personal decision to make a payment directly to the venue.
The Committee viewed samples of the new sign, logo pen and sticky note pad that were
recently purchased.
Ms. Carvalho proposed that the Committee use the remaining funds to purchase CSW logo
polo shirts and Ms. Bucao asked if they would consider purchasing women t-shirts instead.
The Committee agreed to discuss purchasing t-shirts at the next meeting.

the motion. Motion carried 7:0.
Member Wendy Martinez shared that they conducted a meeting on June 5th and referred
everyone to their findings that was included in the packets.
• The Kauai War Memorial Convention Hall was secured for the Health Fair
scheduled on Wednesday, September 19th and set-up on Tuesday, September 18th.
• Ms. Carvalho contacted Fire Chief Westerman and would follow up with an email to
request help from Fire Department personnel with the set-up of tables and chairs.
• Chair Wistinghausen agreed to contact the Boys & Girls Club and ask for help with
the breakdown and carrying of tables and chairs back into storage.
• Chair Wistinghausen agreed to find a good sound system.
• Ms. Carvalho would purchase the banners if there were no available funds.
• Ms. Carvalho asked for a volunteer to make the Health Fair flyer.
• Chair Wistinghausen suggested using last year's banners but change the date.
• Ms. Carvalho asked for suggestions on how to make an interactive CSW table at the
Health Fair.
• Ms. Ignacio-Neumiller agreed to make an event/memory board with the help
from Ms. Muragin.
• Ms. Bucao volunteered to make a nomination box for attendees at the fair to
nominate potential speakers for Women's History Month and Career Day.
• Ms. Carvalho would contact Ms. Koki on securing the prize drawings. Last year
there were two sets of prizes; one for county employees and the other for the general
public.

responsibility than just the set-up and clean-up. Ms. Crowell shared that she spoke
extensively with Ms. Koki who suggested they consider downsizing the number of vendors.
She continued and said Ms. Koki explained that Life's Choices would be in charge of
registration; they would take care of registering each vendor and check them in at the event.
The CSW would be in charge of obtaining the vendors and Ms. Koki provided three options
to get a copy of Life's Choices' vendor list. First option is the CSW form their own vendor
list, second option is to obtain permission from Mr. Courson for Life's Choices to transfer
their vendor list to the CSW, and the third option is the CSW would contact each vendor and
get permission to transfer their confidential information from Life's Choices to the CSW.
Ms. Bucao stated that most of the information is public and they have made the process
complicated. Mr. Courson read Hawaii Revised Statutes §9217-19 Limitations on disclosure
of government records to other agencies "(a) No agency may disclose or authorize
disclosure of government records to any other agency unless the disclosure is: (1) Necessary
for the performance of the requesting agency's duties and functions and is also: (A)
Compatible with the purpose for which the information was collected or obtained; or (B)
Consistent with the conditions or reasonable expectations of use and disclosure under which
the information was provided" He said Life's Choices could forward their list of vendors
without obtaining permission from each agency.
Ms. Crowell asked if it was allowable for the other Committee members to submit their
vendor suggestions to the PIG. Mr. Courson explained that would be permissible as long as
there is no verbiage or conversation advocating their suggestion to which Deputy County
Attorney Mahealani Krafft agreed. Committee members were asked to forward their
suggested vendor list to the PIG before the next meeting.

Chair Wistinghausen confirmed that Ms. Ignacio-Neumiller, Ms. Valente and Ms. Lasker
would attend this year's convention and they have used the three registration fees paid for by
the HSCSW. Both Chair Wistinghausen and Ms. Bucao pulled out due to financial and
scheduling conflicts. Mr. Courson shared that a formal request was sent to the Mayor's
Office asking for funding to pay for travel expenses and would update everyone once he gets
an answer. Chair Wistinghausen stated that she would still be interested in attending the
conference should travel funds become available.
CSW 2018-15 Discussion and possible action for arrival of HSCSW Executive Director
Khara Jabola-Carolus to meet the Kauai County Committee on the Status of Women
members and community partners.
Chair Wistinghausen said the Committee would plan a gathering to meet Ms. Jabola-Carolus
after the August meeting, along with other community partners, and provide light
refreshments. Ms. Smith said that Ms. Jabola-Carolus is considering an overnight stay and
would prepare a presentation to be shared with the Committee and on her visits with other
agencies. Ms. Bucao suggested the YWCA host the reception in their conference room and
she would initiate the request.

Ms. Smith updated the Committee that Governor Ige did not sign any of the women bills that
passed through both Legislative houses. She said he has until July 1 Oth to veto and if not, all
bills would go into effect.
Ms. Bucao shared that Ms. Valente and herself attended the Drug Court Ceremony and it was
deeply moving. She was glad that the CSW supported this and volunteered to attend future

• Health Fair scheduled for Wednesday, September 19, 2018, 9am-2pm at Kauai War
Memorial Convention Center.
• Per Kathy, Sandra reserved the Convention Center with Eddie Sarita for Tuesday,
September 18 to set up from 4:30pm — 7:30pm. Exhibit Hall B has been previously
reserved so cannot set up in B. Also, reserved for Wednesday September 19 from
7:30am — 3:30pm for setup, health fair and breakdown.
Regina will ask Fire Chief Westerman for assistance in setting up tables, as did last year.
Will ask Patricia if she could contact Boys & Girls Club to help breakdown and put away
tables and chairs (2pm?)
Kathy will contact massage therapists and Macy's for makeup demo.
Massage therapists to be set up in room for more privacy and peace.

County Health and Wellness Fair scheduled for September 20
LIHU'E — The public is invited to attend the County of KauaTs Health and Wellness Fair
sponsored by Life's Choices Kauai with the Office of the Mayor and the Kaua'i Committee on
the Status of Women.
The event will be held from 9 a.m. to 2 p.m. on Wednesday, Sept. 20, at the Kaua'i War
Memorial Convention Hall and is being held in recognition of National Recovery Month and
Women's Health Month.
"Every year, hundreds of people attend our Health and Wellness Fair to learn how to
improve their health and well-being," said Life's Choices Kaua'i Coordinator Theresa Koki. "The
fair not only gives people access to dozens of organizations aimed at helping them to improve
their lives, but it also offers programs that are designed to motivate employees or clients to lead
healthier lifestyles and can help to reduce healthcare costs."
Information about services for people of all ages will be available at the fair. Services
include health and wellness programs, financial planning, domestic violence and suicide
prevention, alcohol and drug prevention, emergency prevention and preparedness and more.
In addition, there will be free blood pressure screenings, hands-on CPR demonstrations,
and flu shots will also be administered.

The Committee discussed and finalized the following:

• The Convention Hall was reserved from 8:00 a.m. to 3:00 p.m.
• Set-up Tuesday, September 19th at 5:00 p.m.
• The Committee used tables and chairs from the Convention Hall.
• Committee members were asked to request work time off to be able to assist with the set
up and break down
• Vendors did not have to pay a fee for a table.
Solicited the following vendors:

• Theresa recruited the Fire Fighters to assist with set up of tables and chairs
• Theresa recruited the Boys and Girls Club to assist with clean up after event ended
• Theresa got Plantation Coffee Company who sold $8.00 lunch packs that include a cookie,
chips, water and choice of a tuna, turkey or veggie sandwich. Vendors could pre -order their
lunch at the mandatory meeting and an eating area with tables and chairs was setup by the
kitchen area.
• Theresa printed health fair brochure, flyer, banners and press release.
• Theresa took care of registration contacting from her list and using Survey Monkey
• Theresa made general public vendor evaluations to rate and turn in for a prize drawing
• Theresa made County of Kauai employees vendor evaluations to rate and turn in for a prize
drawing
• Mayor approved 2-hour administrative leave for County of Kauai Employees, as part of
wellness, to attend the fair.
• Stage with microphone and speakers was set in Exhibit Hall A
• Set-up CSW table, used CSW Health Fair banner and passed out CSW brochures
• Mayor waived convention hall fee. Boards and Commissions wrote letter.
• Sharon and Edie setup a KONG radio talk segment on Saturday, September 16 at 9:00 a.m.
with Ron Wiley to promote the County of Kaua`i's Health & Wellness Fair.
• Committee set up two water stations; one cucumber/mint and one plain
• CSW meeting on same day as health fair was moved to start at 4:00 p.m. instead of 5:00 p.m.

Breast Cancer Awareness Month — Paint the Town Pink Walk, October 4, 2017 at the County of

March 15
Ms. Ignacio-Neumiller:
• In the past the committee has always partnered with the American Cancer Society for this event. With no
discussion she asked to defer this item to the next meeting.
Ms. Beck moved to defer the discussion on the October Breast Cancer Awareness event to a later meeting. Ms.
Valente seconded the motion. The motion carried 5:0.
April 19
Chair Lasker:
• Volunteered to reach out to Patty Ornellas, American Cancer Society Chair and propose either Wednesday,
October 4th or 11 th as the date of the event.
• Mentioned Emily (no last name given) and said she would also ask Ms. Ornellas for breast cancer survivors.
• Need to contact KPD (Kaua`i Police Department) well in advance of the event.
• Event needs to also provide healthy snacks, fruit and bottled water.
• Recalled a local Kauai agency that accepts donations and provides free mammograms however couldn't
remember the name of the agency and would follow up.
Ms. Ignacio-Neumiller:
• Volunteered to follow up with Wilcox Memorial Hospital on the potential sponsorship/partnership once the
date is secured. She will also contact Bev Brodie.
• Reminded the Committee to complete the August report by September.
Ms. Valente:
• Inquired if the goal of the event is to promote mammograms and is it a fundraiser to support groups like the
Komen Foundation or another entity. Chair Lasker replied that the goal is awareness and recalled a local
Kauai agency that accepts donations and provides free mammograms however couldn't remember the name
of the agency and would follow up.
May 17
Ms. Ignacio-Neumiller:
• Wilcox would like to have a table at the rotunda and they'll provide resources. She also said they would
provide a table with balloons, small snacks, water, like a pit stop before the walkers head back to the
rotunda along Kuhio highway.
• We selected two dates October 4th or 11 th.
Ms. Muragin will work with KPD.
Ms. Valente will prepare social media for the event.
I've contacted Bev Brodie on both dates and she's free to do the warm up. The warm up will be 11:30 a.m.
to 11:45am.
Chair Lasker:
• Yes but I haven't contacted Ms. Ornellas because we don't have a date.
• Sandra, can we have this on next month's agenda to form sub -committees for both events.
June 14
The Committee discussed and finalized the following:
• Time of event: 11:30 a.m. start and Bev Brody warm-up
• Establish a Permitted Interaction Group at the July 19 meeting
• Schedule walk at 11:45 a.m.
• Ms. Smith will add information on the flyer about the best dressed pink outfit contest and prize give-
away.
• Wilcox Hospital did not need a table in the Rotunda and agreed to set-up a refreshment table for the
walkers by the hospital turn around.
• The Committee agreed they will purchase pink balloons.
The Committee discussed and decided they will follow-up and report back on the following items:
• Vice Chair Ignacio-Neumiller will follow-up with YWCA and ask if they need a vendor table in the
Rotunda.
• Ms. Smith agreed to draft a flyer and share at the next meeting.
• Ms. Muragin agreed to contact and secure services from the Kauai Police Department for the walk.
• Ms. Carvalho volunteered to contact Patty Omellas of the American Cancer Society if Chair Lasker did
not.
• The Committee agreed to contact a survivor willing to share her story after the walk.
• Ms. Carvalho suggested the County install pink lights around the County building for the month of
October.
Vice Chair Ignacio-Neumiller:
• Coco Zickos of Mid -week expressed an interest in doing a cover story on the CSW about Breast Cancer
Month Paint the Town Pink Walk. She will contact Ms. Zickos and arrange the interview after a
scheduled CSW meeting.
July 19
Ms. Ignacio-Neumiller:
• She is in contact with three survivors who are willing to present their story.
Ms. Muragin:
• Contacted Chief Perry and the Kauai Police Department will work with the CSW to provide security
during their Paint the Town Pink walk.
August 16
Ms. Carvalho:
Has not completed the proclamation but assured the Committee that she will make it happen
Donated 3 bags of breast cancer buttons to pass out that day.
b. Status of flyer and partner logos
Ms. Smith:
• Passed out a draft copy of the breast cancer flyer she created. Chair Lasker stated the American Cancer
Society logo will be added to the flyer.
Ms. Ignacio-Neumiller:
• HMSA and YWCA will need tables at the event to display their information and brochures.
The Committee discussed purchasing a large breast cancer awareness month banner to hang on the County of
Kauai building.
Ms. Carvalho moved to purchase a large banner for women breast cancer awareness month with the County of
Kauai logo and CSW name and be at least 5-6 feet wide. Ms. Ignacio-Neumiller seconded the motion. Motion
carried 7:0.
Ms. Muragin shared balances in their fiscal budget and state grant budget. Ms. Crowell stated Rise of the
Wahine has been on the state grant agenda for over a year, at least 2 years, and suggested it's time to reconsider
and disburse the grant funds in a more appropriate way. Chair Lasker asked Ms. Smith if it would count against
the Committee if they released the funds and could they request for another grant later on. Ms. Smith said yes,
you can always ask, however technically the grant funds should be used for Rise of the Wahine, but it wouldn't
count against them because it wasn't specified to the HSCSW exactly how the grant funds would be allocated.
Ms. Krafft stated the budget question would need to be placed on the next meeting's agenda and perhaps in the
meantime secure price bids on the cost of the banner. Ms. Muragin will seek Lani for assistance in getting price
quotes and report at the next meeting.
The Committee agreed on the following for the banner:
• 6' x 3' size
• Pink background with a simple easy to read font in white
• County of Kauai logo and CSW name on the bottom
• Main print "Breast Cancer Awareness Month"
• Secondary print on the banner bottom "Let's Find a Cure"
• Grommets (4 corners)
• Ms. Wistinghausen and Ms. Smith to design banner layout and email Sandra.
c. Discussion on cancer survivors willing to share their stories
Ms. Ignacio-Neumiller has 3 cancer survivors willing to share their stories.
d. Discussion on Midweek interview and photo op
Chair Lasker announced Coco Zickos of Mid -week is not available to do the interview and suggested contacting
Dennis Fujimoto.
September 20
The Committee discussed and finalized the following:
• Ms. Ignacio-Neumiller said Dennis Fujimoto will interview the two cancer survivors and publish the
story in the Garden Isle before the walk.
• Ms. Carvalho received approval to allow pink lights in the sconces at the County Historic Building and
volunteered to donate balloons. She will also follow-up on the Proclamation.
• Ms. Muragin will take care of processing the banner sign permit.
• Ms. Ignacio-Neumiller will follow up with Ms. Smith on the flyer and forward a draft press release to
Ms. Muragin.
• Ms. Ignacio-Neumiller will inquire with KONG radio for a free on air interview with Ron Wiley.
• The four sponsors are the YWCA, HMSA, Wilcox Medical Center and American Cancer Society.
• Chair Lasker will provide one table and Boards & Commissions will provide another table for the
vendors in the rotunda.
• The Committee agreed to offer refreshments and bottled water at the event.
• Ms. Carvalho will donate a cooler with ice for the bottled water.
• Paula Morikami, Administrator suggested they delegate a Committee member to accompany Lani Agoot
to Costco and pick out refreshments for the event. Ms. Carvalho volunteered.
Ms. Carvalho moved to allocate $75.00 to purchase refreshments for Breast Cancer Awareness and the
Committee delegated authority to Regina Carvalho to accompany Ms. Lani Agoot to choose the items at
Costco. Ms. Wistinghausen seconded the motion. Motion carried 5:0.
October 18
a. Recap from Committee Members who attended the event.
• Ms. Ignacio-Neumiller estimated that 50-80 people participated in this year's walk, making it their
largest crowd.
• Chair Lasker stated that Dennis Fujimoto noted that 80-100 people were present.
• Ms. Ignacio-Neumiller shared three articles on breast cancer that Dennis Fujimoto published in the
Garden Island Newspaper.
• Chair Lasker said the event was covered on the evening news and participants complimented Bev
Brody's energetic warm-up routine.
• Ms. Wistinghausen said she posted several reminders on her social media platform and was surprised to
find out that her in-laws and their friends also participated.
• Chair Lasker reported that the Regency at Puakea was happy to be a first-time sponsor for the KONG
radio advertisements.

Committee on the Status of Women to 'Paint the Town Pink'
LIHUE —The Kauai Committee on the Status of Women (KCSW) will be getting pink on
purpose for Breast Cancer Awareness Month.
The public is invited to join the KCSW for a Breast Cancer Awareness walk, "Paint the
Town Pink," on Wednesday, Oct. 4, 2017 starting at 11:30 a.m., at the Mo'ikeha Building
Rotunda. The Mayor will also be presenting a Proclamation to recognize Breast Cancer
Awareness Month.
Participants are encouraged to wear anything pink to show their support of breast cancer
awareness and to remind the public of the importance of early detection.
Breast Cancer Awareness Month is an annual international health campaign promoted
by major cancer organizations. The County of Kaua'i has pledged its support with a display of
pink lights at the Historic County Building in October.
To start, an energetic warm-up will be led by Bev Brody with Get Fit Kauai. Following the
warm-up, the walkers will head down Kuhio Highway to Wilcox Medical Center for light
refreshments and then return to the rotunda.
Participants are encouraged to wear anything pink to show their support of those
affected with breast cancer and to remind women of the importance of early detection.
Participants should also wear comfortable walking shoes.
This year, KCSW is partnering with American Cancer Society, Wilcox Medical Center
and YWCA. These agencies will provide brochures and other educational materials about
cancer awareness at the event.
Healthy refreshments will be provided after the walk at the Mo'ikeha Building Rotunda.
The KCSW is part of the Hawaii State Commission on the Status of Women, which
strives to advance the status of women and girls by acting as a catalyst for positive change
through advocacy, education, collaboration and program development.
The KCSW meets on the third Wednesday of the month. The next scheduled meeting is

PROCLAMATION 2017
WHEREAS, approximately one in eight women born in the United States today will get
breast cancer sometime during her life, breast cancer is the second most common type of
cancer in women; and
WHEREAS, doctors estimate that five to ten percent of breast cancers are hereditary, and
individuals whose family history puts them at an increased risk for breast cancer should discuss
proper prevention and early diagnosis strategies with their doctor or qualified health care
professional; and
WHEREAS, National Breast Cancer Awareness Month serves as an opportunity to increase
awareness of the disease and to help educate the community about its risk factors and the
importance of early detection; and
WHEREAS, pink ribbons are displayed on lapels, offices, and storefronts as a symbol of
support for breast cancer patients and survivors, and to honor the lives lost to this devastating
disease; and
WHEREAS, in observance of National Breast Cancer Awareness Month, the County of Kaua'i
has pledged its support with a display of pink lights at the Historic County Building during the
month of October; and
WHEREAS, the County of Kaua'i Committee on the Status of Women has partnered with the
American Cancer Society, Wilcox Medical Center, and YWCA and has organized a walk themed
"Paint the Town Pink". The community has been invited to wear pink and join them for an
energetic warm-up led by Bev Brody with Get Fit Kauai, followed by a walk from the Uhu'e
Civic Center to the Wilcox Medical Center to raise the public's awareness and to honor breast
cancer patients, survivors and caregivers; and
WHEREAS, it is vital that those affected by breast cancer have access to quality, affordable
care, and that research of all forms of breast cancer continues to be vigorously supported.
NOW, THEREFORE, I, BERNARD P. CARVALHO, JR., Mayor of the County of Kaua'i,
State of Hawai'i, do hereby proclaim October, 2017 as
National Breast Cancer Awareness Month
at the Lihu'e Civic Center, Uhu'e
