Absent SUBJECT DISCUSSION ACTION Call To Order Chair Wistinghausen called the meeting to order at 4:00 p.m. with five members present constituting a quorum. Approval of Open Session Minutes of August 15, 2018 Ms. Lasker moved to approve Minutes the Open Session Minutes of August 15, 2018, as circulated. Ms. Crowell seconded the motion. Motion carried 5:0. Budget Reports 1.2018-2019 Fiscal Budget a. 1 st quarter update and review The Committee did not have any questions or comments. 2. State Grant M15001 — Hawai`i State Commission on the Status of Women Grant to support on -going advocacy and work towards equality for women and girls by acting as a catalyst for positive change through education, collaboration and program development. a. 1 quarter update and review Chair Wistinghausen stated there were no disbursements or changes to the state grant budget. Logo Items Inventory a. 1 st quarter update and review With no questions or comments on the inventory balance, Chair Wistinghausen moved on to the next agenda item. Business CSW 2018-11 Recap from Committee members on the County of Kauai Health and Wellness Fair (Women's Health Month) held Wednesday, September 19, 2018 at the Kauai War Memorial Convention Hall, 9:00 a.m. to 2:00 p.m. [Discussed 5116118, 6120118, 7118118, 8115118] Ms. Crowell and Ms. Martinez thanked Commission Support Clerk Sandra Muragin for her assistance in creating the foundation and template for the health fair. They acknowledged and were grateful for her hard work and time spent on creating the mass amount of documents needed to organize and plan the health fair. Member Edith Ignacio-Neumiller arrived. Ms. Ignacio-Neumiller said the "Spin the Wheel" game was a success and it engaged the interest of everyone who stopped by their table. She commented that based on her recollection, the attendance seemed lower than last year. Ms. Smith shared that the flu shot vendors stated that they would have preferred a table location closer to the front entrance area versus being in the back. Chair Wistinghausen suggested adding frequent announcements of the various vendors and highlighting what they have to offer. Ms. Lasker mentioned that the Barre Yoga vendor brought her young child who was allowed to run around; she said it was a miracle no one got hurt. She also was concerned as she witnessed one vendor packing up 30 minutes before closing and then everyone followed after that. Ms. Lasker stated that should the Committee decide to spearhead this event again, the time should be adjusted and vendors notified that they would not be allowed to pack up and close early. Ms. Martinez suggested that the handouts include more information about the vendor and what they may be offering at their table. CSW 2018-13 Continued discussion and recap from Committee members who attended Committee on Status of Women Open Session September 19, 2018 Page 3 SUBJECT DISCUSSION ACTION the National Association of Commissions for Women (NACW) 48°i Annual Conference held August 1-4, 2018, in Los Angeles, CA. fDiscussed 5116118, 6120118, 7118118, 81151181 a. Status of press release regarding the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) award from the NACW. Ms. Ignacio-Neumiller expressed her concern to Ms. Muragin with the Public Information Officer's (PIO) oversight on the publication request for the CEDAW award and worried that it would become old news. She couldn't understand how the article for the 2018 achievement award from the National Association of Counties "Engage, Educate and Enlighten the Community in the Legislative Process" program got published on August 31 st and theirs didn't. Ms. Muragin informed the Committee that emails were submitted to the PIOs and did not have any further updates to share on the status of the press release. Chair Wistinghausen announced that planning is underway to draft a statewide CEDAW Ordinance spearheaded by the HSCSW and more information will be coming out. She said that her NACW conference report is almost completed and it will be placed on the CSW website. Chair Wistinghausen also shared that she plans to roll out the NACW "Voices of American Women Project," which would involve collecting data from local women. This data would be combined with state and national statistics to solidify women issues and used to highlight and promote legislative action. Ms. Ignacio-Neumiller shared that she is interested in organizing a human sex trafficking panel with other agencies and organizations. She said this was advocated at the NACW conference. CSW 2018-15 Recap from Committee members on the meet & greet with HSCSW Executive Director Khara Jabola-Carolus and community partners held Wednesday, August 15, 2018 at the Mo'ikeha Building Meeting Room 2A/2B, 6:00 p.m. to 7:00 p.m. [Discussed 5116118, 6120118, 7118118, 81151181 a. Status of press release regarding Hawaii State Executive Director's visit and presentation. Ms. Ignacio-Neumiller addressed Ms. Muragin on the status of the press release for Ms. Jabola-Carolus' visit. Ms. Muragin stated that the PIOs received information on the visit and Committee on Status of Women Open Session September 19, 2018 Page 4 SUBJECT DISCUSSION ACTION CEDAW award article at the same time and had no further updates to share. Chair Wistinghausen shared that Ms. Jabola-Carolus provided a list of legislative action that the HSCSW is focused on and requested it be posted on the Status of Women's website. She learned that one of the CSW goals should also be to focus on the state's goals and suggested they collaborate and coordinate information between the neighbor island committees and community partners. CSW 2018-16 Finalize details, timelines and responsibilities on Breast Cancer Awareness Month -Paint the Town Pink Walk scheduled Wednesday, October 3, 2018, at the County of Kauai Lihu`e Civic Center Mo`ikeha Rotunda, 11:30 a.m., walk at 11:45 a.m. [Discussed 7118118, 81151181 The Committee discussed and agreed to the following: • Ms. Muragin to confirm speaker and microphone setup in the rotunda for Bev Brody's warm up. • The walk will be from the rotunda to Wilcox Hospital and then the group will cross the street and walk back on the opposite side. • Two cancer survivors will be at the walk and may briefly speak. • Boards and Commissions would purchase $75.00 of refreshments from Costco. • Ms. Muragin to check if Mayor Carvalho would be available for a group photo. • Committee members meet by 11:15 a.m. and wear pink polo shirts. • Meet 5:00 p.m. Thursday, September 20th at the Historic County Building in pink polo shirts for a group photo. Mr. Dennis Fujimoto requested to take an updated photo and use it in an article for the Garden Island Newspaper. • Midweek is also interested in publishing a cover story on the Status of Women's Paint the Town Pink event. Ms. Valente seconded the motion. Motion carried 6:0. CSW 2018-17 Discussion and possible action on "Rise of the Wahine: Champions of Title IX," 2018 Premiere & Film Release. Chair Wistinghausen asked the Committee to share any suggestions on possible dates and locations at the next meeting. CSW 2018-18 Discussion and possible action on Na Wahine Alaka'i O Kaua`i Women's Leadership Awards Dinner at Kauai Marriott Resort, Friday, November 2, 2018. The Committee agreed to attend the awards dinner and pay for half of the $85.00 ticket cost, and the other half would come out of the CSW fiscal budget. Ms. Muragin said Ms. Agoot would use the County of Kauai pCard to purchase the tickets and would verify if their checks should be made payable to "The Director of Finance." Ms. Valente moved that each Committee member who plans to attend the Na Wahine Alaka'i O Kaua`i Women's Leadership Awards dinner on November 2, 2018, to pay $42.50, and deduct $42.50, from the CSW fiscal budget. Ms.Ignacio-Neumiller seconded the motion. Motion carried 6:0. CSW 2018-19 Review and possible approval of the 2019 meeting schedule. Ms. Crowell moved to approve the 2019 meeting schedule as circulated. Ms. Martinez seconded the motion. Motion carried 6:0. CSW 2018-20 Discussion and possible proposal of events and dates for 2019. Committee on Status of Women Open Session September 19, 2018 Page 6 SUBJECT DISCUSSION ACTION Ms. Valente suggested they consider changing what is normally done for the Equal Pay Day and Denim Day events. She said it doesn't have to be a physical gathering, it could possibly be an awareness campaign to engage the community with a new hashtag and find relatable stories from local members of the community. She felt if the community could relate to how Equal Pay Day and Denim Day impacted them personally and that it may have happened right here on island, that would make it more meaningful and they could connect and have a better understanding of what these events are about. Chair Wistinghausen agreed and suggested the Committee use a different approach to expand some of the annual events. Ms. Valente said she is also interested in organizing a student -based coalition for Career Day. She said it's important to hear from a student's point of view on what their needs are, what they think is important, and what speakers appeal to them. Member Kathy Crowell left the meeting. Chair Wistinghausen informed Ms. Valente that Ms. Jabola-Carolus started the Young Feminist Leaders Committee and there is probably information that could be used for the Career Day student coalition. Ms. Valente said she would follow-up with Ms. Jabola- Carolus and share the information with the Committee. Member Kathy Crowell returned to the meeting. Ms. Valente requested to add "Rise of the Wahine" to the list of events. Chair Wistinghausen suggested the Committee return to the next meeting with ideas and suggestions. Announcements 1. Chair Wistinghausen shared a letter from the Girl Scouts of Hawaii. The Girls Scouts wrote that they are planning a Science, Technology, Engineering and Mathematics (STEM) Fest on Saturday, November 17, 2018, from 9:00 a.m. to 12:00 p.m., at the Kauai Veterans Center. The Committee will contact Girl Scouts Program Coordinator Ms. Angela Hoover for a flyer to post and share through social media. Motion carried 7:0. 06/20/18 Meeting Minutes: CSW 2018-12 Discussion and possible action on the use of Google docs to communicate routine administrative matters. [Deferred 5116118] Mr. Courson informed the Committee that the County was working on an online word processor with similar features to Google docs that they anticipate coming online in two to three months and recommended the Committee hold off until the IT Department completed the implementation. The County's online word processor would allow non -County employees use with individual log -on access. Hawaii State Commission on the Status of Women Kauai Representative Lisa Ellen Smith suggested the Committee could use Google docs for the Health Fair and then switch to the County's platform once it's implemented. Mr. Courson agreed that could be done and reminded the Committee that it be used only for administrative matters.
