Hawaii State Commission on the Status of Women Kauai Representative Lisa Ellen Smith
commented that the event went well, she had a great time, and the turn -out was good.

Chair Wistinghausen informed the Committee that the County's IT Department was still
working on establishing the online word processor and there were no other updates.
CSW 2018-21 Discussion and possible action on the Women Veterans Panel Discussion &
Resource Information, Tuesday, November 27, 2018, 6:00 p.m. to 7:30 p.m., location to be
determined.
Chair Wistinghausen reviewed a handout dated 10/17/18, that provided information about
the event. At the National Association of Commissions for Women (NACW) Conference
held in August 2018, Chair Wistinghausen said she met Dr. Gloria Willingham-Toure, who
was one of the conference panelists that spoke about military women and their transition to
civilian life. Dr. Willingham-Toure and a couple of her friends plan to vacation on Kauai
during the week of Thanksgiving. The event would highlight Dr. Willingham-Toure as one
of the panel of speakers, followed by questions and answers. The focus of the discussion
would revolve around women in the military, women veterans, and highlight the resources
and community groups available on island.
Chair Wistinghausen said the venue has not been secured and she was pending confirmation
for the use of the Kauai Veteran's Center and Ms. Muragin was pending confirmation of
Meeting Room 2A/213. She asked if the Committee wanted to support the event by
providing light refreshments.
The Committee discussed the differences and responsibilities of being a sponsor, co-sponsor,
and partner. Ms. Muragin reminded the Committee that a sponsor, co-sponsor or partner
would trigger the responsibility to include the language for "Special Assistance" and having
the event in Meeting Room 2A/213 did not automatically make it a County event. Chair
Wistinghausen requested this be brought to Administrator Nicholas Courson's attention and
asked if he could contact her on this. With no guidance or legal assistance present, the
Committee went ahead and motioned to allocate funds to purchase light refreshments.
Ms. Lasker moved to allocate
up to $75.00 for refreshments.
Ms. Valente seconded the
motion. Motion carried 4:0.

Chair Wistinghausen stated that the next meeting is still scheduled for Wednesday,
November 21 st; however, if Tuesday, November 27st is available, the meeting would move
to this date.
CSW 2018-22 Discussion and possible action on the planning of a CSW Legislator
Gathering, date, time and location to be determined.
Chair Wistinghausen explained the purpose of this event was to briefly update the newly -
elected Legislators, Mayor and County Council on the list of Legislative priorities that the
HSCSW and the CSW are advocating in the 2019 session. The CSW would present a list of
upcoming bills, bills that passed, and also highlight the "Convention on the Elimination of
all Forms of Discrimination Against Women" (CEDAW) Resolution and the next step of
passing a CEDAW Ordinance. Ms. Valente stated this would also be a perfect time to brief
the elected officials about the CSW, showcase the events that were done, projected events,
and display some pictures.
The Committee asked Ms. Muragin to secure Meeting Room 2A/2B for Wednesday,
December 12, 2018, as a possible date for the December meeting and Legislator Gathering.
CSW 2018-23 Discussion and possible action on Kauai Drug Court Thirty -Second
Graduating Ceremony, Friday, November 16, 2018, 12:00 p.m. to 3:00 p.m., Fifth Judicial
Circuit -Courtroom 6.
Ms. Lasker, Ms. Valente, Ms. Lisa Ellen and Chair Wistinghausen volunteered to attend the
ceremony and Ms. Lasker said the Regency at Puakea would donate the leis for the

• Chair Wistinghausen volunteered to be the lead point person for this event.
• Date: Wednesday, March 6, 2019.
• Ms. Lasker offered the use of the Activities Room at the Regency at Puakea and
asked that they reserve by January 2019.
• Ms. Muragin will email list of speaker nominations taken from the health fair.
Equal Pay Day
• Committee discussed the need to do more than just a proclamation and group picture.
• Suggested partnering with the Kauai Chamber of Commerce, Filipino Chamber of
Commerce, and business groups that support practicing equal pay, and collect
pledges from businesses who will implement or have implemented these changes.
• Suggested showing film "Equal Means Equal."
• Suggested recruiting a youth council or group of young women in high school or
college -aged to collaborate with the Committee and utilize their ideas and
suggestions to plan these events.
• Date: Tuesday, April 2, 2019.
Denim Day
• Committee felt with the current issues this could expand and become a big success.
• Suggested partnering with YWCA and KCC.
• Tentative Date: Tuesday, April 24, 2019.
Career Day
• CSW would lead.
• Ms. Valente volunteered to be the lead for this event.
• Moving forward to implement a focus group of young women from various high
schools. The plan is to have a conversation with these teenagers on the challenges
they are concerned about or subjects they are interested in. This would determine the
speakers and topics to discuss at Career Day.

• Regarding the teenagers, HSCSW Executive Director Khara Jabola-Carolus
forwarded two names and Chair Wistinghausen had one person.
• Suggested forming a Permitted Interaction Group to begin recruiting, selecting and
interviewing these selected high school -aged women.
Women's Health Month
• Many health fairs are organized around the island and the Committee may want to
consider partnering with one of them and combining resources.
• Ms. Lasker requested to defer.
Breast Cancer Awareness Month — Paint the Town Pink Walk
• Chair Wistinghausen requested to defer.
Rise of the Wahine — Premier Film on Kauai
• Ms. Martinez requested to defer.
Voices of American Women
• CSW would lead.
• Chair Wistinghausen volunteered to take the lead for this event.
• Plan several forums around the island to collect data on issues that are important to
local women.
• Chair Wistinghausen requested to defer.
Human Trafficking Awareness Forum
• CSW would partner with the HSCSW
• Ms. Ignacio-Neumiller volunteered to be the lead point person for this event.

Ms. Valente shared that the former First Lady of the United States Michelle Obama launched
"Global Girls Alliance" and "International Day of the Girl" which is celebrated in November

Ms. Lisa Ellen shared that she will be attending tomorrow's HSCSW quarterly meeting.
Chair Wistinghausen asked Ms. Lisa Ellen to inquire if the HSCSW appropriated any funds
for the Voices of American Women forums.
3. Na Wahine Alaka`i O Kaua`i Women's Leadership Awards Dinner at Kauai Marriott,
Friday, November 2, 2018 at 5:30 p.m.
Chair Wistinghausen reminded those who elected to attend the dinner to turn in their
payments to Ms. Muragin.
