Recap of Na Wahine Alaka`i O Kaua`i Women's Leadership Awards Dinner held
November 2, 2018.
Ms. Ignacio-Neumiller said herself, Ms. Martinez, Ms. Lasker and Ms. Crowell attended the
awards dinner.
Recap of CSW 2018-23 Kaua`i Drug Court Thirty -Second Graduation Ceremony held
November 16, 2018.
Ms. Martinez inquired why CSW funds could not be used to purchase pizzas and leis. Chair
Wistinghausen explained that if the CSW wanted to support events that did not directly
benefit them, then Grant -In -Aid funds must be used. Administrator Nicholas Courson stated

allocated funds that are budgeted for the CSW are to support the Committee members and
their events. He said the County's practice does not allow use of these funds to support other
people or events. Chair Wistinghausen shared that Ms. Lasker received funds from the
Regency at Puakea to purchase the pizza and leis.
Business
CSW 2018-25 Talk Story with Women Veterans, Tuesday, November 27, 2018, 6:00 p.m.

a. Chair Wistinghausen to share updates.
Chair Wistinghausen said her decision to plan this event was meeting Ms. Gloria
Willingham-Toure, a retired Lieutenant Colonel who spoke on "Women in the Military and
Transitioning Civilian Life" at the National Association on Commissions for Women
(NACW) conference in Los Angeles. She found out that Ms. Willingham-Toure and several
women veteran friends would be vacationing on Kauai during Thanksgiving week. She
shared that General Mary Kay Hertog, Area Commander for the Kauai Veteran's Council
and Disabled American Veterans would attend, as well as Representative Dee Morikawa, and
Councilwomen elect Felicia Cowden. Mayor Bernard Carvalho Jr would briefly drop in but
needed to leave to attend another engagement.
CSW 2018-22 Discussion and possible action on the planning of a CSW Legislator
Gathering, Wednesday, December 12, 2018, 6:00 p.m., Mo'ikeha Building, Meeting Room

a. Finalize details, timelines and responsibilities.
Chair Wistinghausen said this event would be an overview for Mayor Elect Kawakami and
the newly elected County Council members to review events that the CSW completed and to
share what is being prioritized for next year. Administrator Nicholas Courson advised that
discussing plans for next year is board business and under Sunshine law these discussions
need to occur during a board meeting. A conversation brewed about what can and cannot be
discussed outside of a board meeting. The Committee decided to place this at the end of next
month's agenda as "2019 CSW Events and Legislative Update."

• Ms. Ignacio-Neumiller volunteered to request a proclamation.
• Ms. Ignacio-Neumiller said YWCA may have the "Equal Means Equal" DVD.
Denim Day
• Need a leader.
• Ms. Ignacio-Neumiller volunteered to request a proclamation.
• They have partnered with Life Choices in the past.
Women's Health Month
• Need a leader.
• Ms. Carvalho requested to review copies of the vendor evaluations. Commission
Support Clerk Sandra Muragin would send copies by email.
Breast Cancer Awareness Month — Paint the Town Pink Walk
• Need a leader.
Rise of the Wahine — Premier Film on Kauai
• Ms. Ignacio-Neumiller said the film may not be captioned and funding may be
needed for an American Sign Language (ASL) interpreter.
Human Trafficking Awareness Forum
• Hawai`i State Commission on the Status of Women Director Khara Jabola-Carolus
would be on island to hold a Sex Trafficking Advocates Meeting on Friday, January

Chair Wistinghausen requested that a committee member volunteer to lead each event, and

due to budget and time constraints they should be more selective in the events they decide to
undertake.
Announcements
1. Next Meeting: Wednesday, December 12, 2018, 5:00 p.m., Mo'ikeha Building, Meeting
Room 2A/2B.
2. Announcements and other pertinent updates from Hawaii State on the Status of Women
Commission/Kaua`i Representative Lisa Ellen Smith.
Chair Wistinghausen said the Hawaii State Commission on the Status of Women Executive
Director Khara Jabola-Carolus and a national expert on sex trafficking from Arizona State
University would be on Kauai Friday, January 11, 2019, to hold a Sex Trafficking
Advocates Meeting.
Ms. Ignacio-Neumiller announced the 2019 National Association of Commissions for
Women (NACW) Conference would be held in Chicago and dates are pending. The Zonta
Club of Kauai Foundation has a scholarship fundraiser, Heroine's Song scheduled for
January 12, 2019, at the Kauai War Memorial Convention Hall.
Ms. Martinez announced her resignation from the committee. She said the December
meeting would be her last and thanked everyone for their assistance.
