Duties Summary:
Plans, directs, coordinates and supervises activities involving the registration and
titling of motor vehicles and licensing of businesses, dogs and bicycles; reviews, posts and
prepares reports in regard to all cash receipts and disbursements of the County; and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to plan, direct and coordinate a
program involving the registration and titling of motor vehicles and licensing of businesses,
dogs and bicycles for Kauai County and accounting for and reporting upon all monies
receivable to the County and County funds on deposit with the Treasury.
Examples of Duties:
• Plans, directs, coordinates and supervises activities involving initial registration of motor
vehicles, transfer of motor vehicle ownership, requests for duplicate of motor vehicle
registration certificates, annual renewal of motor vehicle registration certificates and
licensing of businesses, dogs and bicycles;
• Investigates and makes recommendations on special or disputed cases regarding
ownership of motor vehicles, validity of bonds, powers of attorney and other documents;
counsels subordinates on difficult cases and interprets and explains pertinent laws,
ordinances and regulations;
• Supervises the collection of driver license, real property tax and sewer payments;
• Supervises the closing and balancing of business transactions with cash collected;
• Checks the accuracy of license receipts and cash submitted;
• Prepares daily monetary receipts for bank deposit;
• Prepares requisitions and maintains requisition files for motor vehicle registration;
• Takes and prepares inventory;
• Prepares the Treasury Division's (Motor Vehicle & Administration) budget by projecting
annual needs for personnel and supplies;

Officer
• Prepares affidavits and attends court proceedings to give expert testimony on
registration and titling of motor vehicles;
• Answers correspondence;
• Supervises in- service training of new employees;
• Attends conferences and legislative hearings on motor vehicles and other licensing
functions;
• Evaluates and recommends necessary changes in policies and procedures for
improvement of operations to comply with statutory changes.
Minimum qualification Requirements for the Class:
Training and Experience: A combination of education and experience substantially
equivalent to graduation from an accredited college or university with a baccalaureate
degree in business or public administration or a related field, including or supplemented by
course work in accounting and two (2) years of administrative experience relating to motor
vehicle registration or similar regulatory or licensing activities.
Knowledge of: principles and practices of supervision; laws, ordinances and
regulations governing the registration and licensing of motor vehicles in the State of Hawaii;
motor vehicle registration and title practices of various states, U.S. possessions and foreign
countries and sources of information relating thereto; purposes, requirements and uses of
common legal and business documents such as contracts, bills of sale, power of attorney,
affidavits, etc.; principles and practices of public relations.
Ability to: plan, organize and direct work of subordinates; interpret and apply
applicable laws, ordinances, rules and regulations; prepare, develop and improve
operational methods and procedures; review and analyze accounting and statistical figures
for completeness and accuracy; prepare reports and correspondence; deal tactfully and
effectively with the public.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the duties.

This is an amendment of the specification for the class MOTOR VEHICLE
REGISTRATION OFFICER, which was reinstated and re -coded on January 16, 2015,
and approved on September 19, 1990.
