BUDGET & FINANCE COMMITTEE
January 21, 2016
A meeting of the Budget & Finance Committee of the Council of the
County of Kaua`i, State of Hawaii, was called to order by Arryl Kaneshiro, Chair, at
the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Thursday,
January 21, 2016, at 3:52 p.m., after which the following Members answered the call
of the roll:
Honorable Mason K. Chock
Honorable Gary L. Hooser
Honorable Ross Kagawa
Honorable KipuKai Kuali`i (present at 3:53 p.m.)
Honorable JoAnn A. Yukimura (present at 3:52 p.m.)
Honorable Arryl Kaneshiro
Excused: Honorable Mel Rapozo
Minutes of the December 9, 2015 Committee of the Whole Meeting.
Upon motion duly made by Councilmember Chock, seconded by
Councilmember Kagawa, and carried by a vote of 6*:0:1 (*Pursuant to Rule
No. 5(b) of the Rules of the Council of the County of Kauai, Councilmembers
Kuali i and Yukimura were noted as silent (not present), but shall be recorded
as an affirmative for the motion) (Council Chair Rapozo was excused), the
Minutes of the December 9, 2015 Committee of the Whole Meeting was
approved.
The Committee proceeded on its agenda items as follows:
Bill No. 2606 A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A,
ARTICLE 9, KAUAI COUNTY CODE 1987, AS AMENDED,
BY ADDING A NEW, SECTION 5A-9.3, RELATING TO A
HOMESTEAD TAX CAP FOR HOME EXEMPTION AND LONG
TERM AFFORDABLE RENTAL PROPERTIES (This item was
Deferred to February 17, 2016.)
(Councilmember Yukimura was noted as present.)
Committee Chair Kaneshiro: Can I get a motion? Let me say this, we need
a motion to be able to discuss it, but I think the plan is as was in the prior meeting,
that we are going to defer this item. Councilmember Hooser is working on a new bill
that should be coming up next week, and then we are going to compare the two (2)
bills side-by-side.
Councilmember Chock moved for approval of Bill No. 2606, seconded by
Councilmember Yukimura.
Committee Chair Kaneshiro: Right now, I would like to open it up. The
Administration is not here, but if anyone wants to testify on the current Bill.

(Councilmember Kuali i was noted as present.)
Committee Chair Kaneshiro: The current Bill is regarding the tax cap. It
has nothing to do with assessment cap, which is getting worked on currently and
should be here at the next meeting. Councilmember Yukimura.
Councilmember Yukimura: Is the ultimate motion today going to be to
refer to the Council Meeting next week or to defer it for another two (2) weeks?
Committee Chair Kaneshiro: I believe it was to defer. The next Council
Meeting, it is going to be the first reading, it will need to go through public hearing,
and then we will probably look at it at the same time in a Committee Meeting.
Councilmember Yukimura: I see. Okay, that is fine.
Committee Chair Kaneshiro: The motion on the floor would be to defer until
February 17, 2016 and we would fast-track the bill, have the public hearing that
morning, and then we can look at the two (2) bills side-by-side.
Councilmember Yukimura: Okay, but right now you want to take...
Committee Chair Kaneshiro: Before we make the motion to defer, do we
have anyone signed up to testify? Anyone in the audience wishing to testify on this?
There being no objections, the rules were suspended to take public testimony.
There being no one to provide testimony, the meeting was called back to order
and proceeded as follows:
Councilmember Kaneshiro: Seeing none, I will bring it back. If you want
to make the motion.
Upon motion duly made by Councilmember Yukimura, seconded by
Councilmember Chock, and carried by a vote of 6:0:1 (Council Chair Rapozo
was excused) Bill No. 2606 was deferred to February 17, 2016.
Councilmember Kaneshiro: Motion passes.
The Committee proceeded on its agenda item, as shown in the following
Committee Report, which is incorporated herein by reference:
CR-BF 2016-03: on C 2016-01 Communication (12/07/2015) from the
Director of Finance, transmitting for Council
information, the Second Quarter Statement
of Equipment Purchases for Fiscal
Year 2015-2016, pursuant to Section 17 of
Ordinance No. B-2015-796, the Operating
Budget of the County of Kaua`i for Fiscal
Year 2015-2016. (Received for the
Record.)
