HomeMy WebLinkAbout10/12/2016 Committee of the Whole minutes MINUTES COMMITTEE OF THE WHOLE October 12, 2016 A meeting of the Committee of the Whole of the Council of the County of Kauai, State of Hawaii, was called to order by Mel Rapozo, Council Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kauai, on Wednesday, October 12, 2016, at 1:16 p.m., after which the following Members answered the call of the roll: Honorable Mason K. Chock Honorable Gary L. Hooser Honorable Ross Kagawa Honorable Arryl Kaneshiro Honorable JoAnn A. Yukimura Honorable Mel Rapozo Excused: Honorable KipuKai Kuali`i Minutes of the September 14, 2016 Committee of the Whole Meeting. Upon motion duly made by Councilmember Yukimura, seconded by Councilmember Chock, and carried by a vote of 6:0:1 (Councilmember Kuali`i was excused), the September 14, 2016 Committee of the Whole Meeting was approved. The meeting proceeded as follows: ES-872 Pursuant to Hawaii Revised Statutes Sections (HRS) 92-4, 92-5(a)(4), and Kaua`i County Charter Section 3.07(E), the Office of the County Attorney, on behalf of the Kaua`i County Council, requests an Executive Session to brief the Committee of the Whole on matters regarding Bill No. 2635, A Bill for an Ordinance to Amend Chapter 19, Kauai County Code 1987, as amended, Relating to the Wailua Golf Course, and related matters. The briefing and consultation involves consideration of the powers, duties, privileges, immunities, and/or liabilities of the Council and the County, as they relate to this agenda item. (Received for the Record in open session.) Council Chair Rapozo: We only have one (1) Executive Session, ES-872, and it relates to the briefing on Bill No. 2635, which has been deferred. My plan is to receive this, unless there is a burning desire to go into Executive Session. We can do that after lunch. There being no objections, the rules were suspended to take public testimony. COMMITTEE OF THE WHOLE 2 OCTOBER 12, 2016 There being no one present to provide testimony, the meeting was called back to order, and proceeded as follows: Councilmember Chock moved to receive ES-872 for the record in open session, seconded by Councilmember Yukimura, and carried by a vote of 6:0:1 (Councilmember Kuali`i was excused).
