PLANNING COMMITTEE
October 14, 2015
A meeting of the Planning Committee of the Council of the County of
Kaua`i, State of Hawaii, was called to order by Mason K. Chock, Chair, at the
Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday,
October 14, 2015, at 11:09 a.m., after which the following Members answered the call
of the roll:
Honorable Gary L. Hooser (excused at 12:10 p.m.)
Honorable Arryl Kaneshiro
Honorable Ross Kagawa (excused at 2:29 p.m.)
Honorable KipuKai Kuali`i
Honorable Mason K. Chock
Honorable JoAnn A. Yukimura, Ex-Officio Member
Honorable Mel Rapozo, Ex-Officio Member
The Committee proceeded on its agenda item, as shown in the following
Committee Report, which is incorporated herein by reference:
CR-PL 2015-18: on PL 2015-04 Communication (09/24/2015) from Council
Chair Rapozo, requesting the presence of the
County Engineer, to provide a briefing on the
Lepeuli Fencing Project, to include the
following:
• Timelines of the Shoreline
Certification, Special Management
Area Minor Permit, and Class I Zoning
Permit.
• How will the application for a boundary
interpretation with the State Land Use
Commission relating to the
Conservation District be handled and
what County Agency will be taking the
lead?
• What criteria was used to design the
fencing?Address whether the following
criteria was considered (important
albatross launching area making the
placement and design of the fencing
critical; dogs and cats have been
causing a problem for the protected
migratory birds in this area).
• What Cultural practitioners were
consulted? (Received for the
Record.)

(Note: The Committee was in recess for lunch from 12:31 p.m. to 1:32 p.m. during
discussion on PL 2015-04.)
There being no further business, the meeting was adjourned at 3:35 p.m.
