HomeMy WebLinkAbout02/17/2016 Public Works/Parks & Recreation Committee minutes MINUTES PUBLIC WORKS / PARKS & RECREATION COMMITTEE February 17, 2016 A meeting of the Public Works / Parks & Recreation Committee of the Council of the County of Kauai, State of Hawaii, was called to order by Ross Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, February 17, 2016, at 8:38 a.m., after which the following Members answered the call of the roll: Honorable Mason K. Chock Honorable Arryl Kaneshiro Honorable JoAnn A. Yukimura Honorable Ross Kagawa Honorable Gary L. Hooser, Ex-Officio Member Honorable Mel Rapozo, Ex-Officio Member Excused: Honorable KipuKai Kuali`i Minutes of the February 3, 2016 Public Works / Parks & Recreation Committee Meeting. Upon motion duly made by Councilmember Yukimura, seconded by Councilmember Kaneshiro, and carried by a vote of 4:0:1 (Councilmember Kuali i was excused), the Minutes of the February 3, 2016 Public Works / Parks & Recreation Committee Meeting was approved. The Committee proceeded on its agenda items as follows: Committee Chair Kagawa: Next, we have two (2) bills that have been requested for a deferral by the Administration, so can I have those read? Bill No. 2612 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE PLUMBING CODE (This item was Deferred.) Committee Chair Kagawa: Does anybody from the public want to speak on this Bill? If not, may I have the motion to defer? Councilmember Yukimura moved to defer Bill No. 2612, seconded by Councilmember Chock, and carried by a vote of 4:0:1 (Councilmember Kuali`i was excused). Bill No. 2613 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 13 OF THE KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE ELECTRICAL CODE (This item was Deferred.) Committee Chair Kagawa: Before the motion to defer is made, I just want to announce and remind the public that Mr. Haigh, who is in charge of this item and who has requested approval of these upgrades to the Electrical Code and Plumbing Code, is not on-island, so he is requesting a deferral until the next Committee Meeting, which would be two (2) weeks. I also wanted to make that request for the Administration. I am sure they are watching this telecast. I had hoped that by the next Committee Meeting that we could get Mr. Haigh or whoever PWPR COMMITTEE MEETING 2 FEBRUARY 17, 2016 is working with him from the Buildings Division on these upgrades to make contact with some of the stakeholders, such as the Contractors Association of Kaua`i and the unions, just so that we can get their input on what is coming. I think when you make a change from 2008 to 2014 codes, there are some significant changes that are being made and a lot of it is done for safety and more efficiency. We just want to make sure that the stakeholders know what is coming, rather than we approve something, and then they see problems with it. Let us do it the right way. In the past, it used to be done. I was informed that this step may have been missed, so if we could have those meetings done in the next week or so, so that in two (2) weeks, everybody is on-board with what is coming. We can have all amendments be ready prior to the Committee Meeting. The other thing I would like to ask is if the Buildings Division and the Administration can let us know on the status of the other islands in regards to adopting these Electric and Plumbing Code updates. I think it is a valid question that the Council would like to know where the other islands are as far as these upgrades. With that, any other requests from the Committee? Seeing none, may I have the motion to defer made? Councilmember Kaneshiro moved to defer Bill No. 2613, seconded by Councilmember Chock, and carried by a vote of 4:0:1 (Councilmember Kuali`i was excused).
