HomeMy WebLinkAbout04/13/2016 Public Works/Parks & Recreation Comimttee minutes MINUTES PUBLIC WORKS / PARKS & RECREATION COMMITTEE April 13, 2016 A meeting of the Public Works / Parks & Recreation Committee of the County of Kaua`i, State of Hawaii, was called to order by Ross Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu'e, Kaua`i, on Wednesday, April 13, 2016, at 8:38 a.m., after which the following Members answered the call of the roll: Honorable Mason K. Chock Honorable Arryl Kaneshiro Honorable KipuKai Kuali`i Honorable JoAnn A. Yukimura Honorable Ross Kagawa Honorable Gary L. Hooser, Ex-Officio Member Honorable Mel Rapozo, Ex-Officio Member Minutes of the January 27, 2010 Public Works / Elderly Affairs Committee Meeting. Upon motion duly made by Councilmember Kaneshiro, seconded by Councilmember Chock, and unanimously carried, the Minutes of the January 27, 2010 Public Works / Elderly Affairs Committee Meeting was approved. Minutes of the March 16, 2016 Public Works / Parks & Recreation Committee Meeting. Upon motion duly made by Councilmember Kaneshiro, seconded by Councilmember Kuali`i, and unanimously carried, the Minutes of the March 16, 2016 Public Works / Parks & Recreation Committee Meeting was approved. The Committee proceeded as follows: Bill No. 2612 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE PLUMBING CODE (This item was Deferred to the July 13, 2016 Committee Meeting.) Committee Chair Kagawa: At the request of the Department of Public Works and myself, we are going to ask that we defer Bill No. 2612 to July 13, 2016 to wait and see if the State will move on this similar matter. Could I have these two (2) bills deferred to July 13, 2016 Committee Meeting and again, the Department of Public Works Superintendent, Doug Haigh, also recommends that we move to defer to this date. PWPR COMMITTEE MEETING 2 APRIL 13, 2016 Councilmember Yukimura: Committee Chair, I have a question. Committee Chair Kagawa: Go ahead. Councilmember Yukimura: When you say that the State will move on it... Committee Chair Kagawa: Doug expects the State Building Code to be updated around that time. Councilmember Yukimura: Would that mean that we do not need this Code at the county level? Committee Chair Kagawa: He is not saying that. He is saying, "Let us do it, but let us wait until July 13, 2016 to discuss it further." Councilmember Yukimura: So we can may be reconcile any changes they make. Committee Chair Kagawa: Yes. Part of it is just getting consistency with what contractors must do for permits and what plumbers need to do. I think there are some disparity as to the contractors need to follow another building code, the International Plumbing Code (IPC) and then the contractors follow the Uniform Plumbing Code (UPC). What I am asking is that we try to see if we can just have everyone for the safety of the public and consistency, use the same code. That was one (1) of the request that I had. Let us just have a level playing field so we have the "grumblings" out there stop. It is like playing basketball game with the same rules. Everybody follow one (1) set of rules that is the safest, most efficient, and then hopefully, that will lead to more harmony. I thought that sounded like a great idea. Councilmember Yukimura: Well, I do not know how you can play a basketball game with two (2) sets of rules. Committee Chair Kagawa: Well sometimes when people do not get the calls, they feel like there are different sets of rules. Again, I think this Council, no matter our differences, has always stood for fairness and having fairness in building codes definitely makes sense. Councilmember Yukimura: I agree that we need consistency, so thank you. Committee Chair Kagawa: Thank you. Again, I would like to thank Doug for being understanding of this Council and not being so ready to be the first one, but let us make sure that everybody is somewhat consistent. I think the State building codes, plumbing codes, and electrical codes should be consistent Statewide. I do not think you should have more stringent rules on Kaua`i, less stringent rules in City and County of Honolulu, and so forth. I think we should pretty much be the same. Councilmember Kuali`i moved to defer Bill No. 2612 to the July 13, 2016 Committee Meeting, seconded by Councilmember Kaneshiro, and unanimously carried. PWPR COMMITTEE MEETING 3 APRIL 13, 2016 Bill No. 2613 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 13 OF THE KAUAI COUNTY CODE 1987,AS AMENDED, RELATING TO THE ELECTRICAL CODE (This item was Deferred to the July 13, 2016 Committee Meeting.) Committee Chair Kagawa: Before we make the motion, I would like to ask if there is anybody from the public wishing to speak on this item. Once we have a motion to defer, there are no discussion. Is there anyone from the public wishing to speak on either the electrical or the plumbing codes? There being no objections, the rules were suspended to take public testimony. There being no one present to provide testimony, the meeting was called back to order, and proceeded as follow: Committee Chair Kagawa: Seeing none. Can we have the motion? Councilmember Kuali`i moved to defer Bill No. 2613 to the July 13, 2016 Committee Meeting, seconded by Councilmember Chock, and unanimously carried.
