NOVEMBER 12, 2015
The Special Council Meeting of the Council of the County of Kaua`i was called
to order by Council Chair Mel Rapozo at the Council Chambers, 4396 Rice Street,
Suite 201, Lihu`e, Kaua`i, on Thursday, November 12, 2015 at 1:46 p.m., after which
the following Members answered the call of the roll:
Honorable Mason K. Chock
Honorable Ross Kagawa (present at 1:47 p.m.)
Honorable Arryl Kaneshiro
Honorable KipuKai Kuali`i
Honorable JoAnn A. Yukimura
Honorable Mel Rapozo
Excused: Honorable Gary L. Hooser
APPROVAL OF AGENDA.
Councilmember Kaneshiro moved for approval of the agenda as circulated,
seconded by Councilmember Yukimura, and carried by a vote of 6:0:1
(Councilmember Hooser was excused).
EXECUTIVE SESSION:
ES-814 Pursuant to Hawai`i Revised Statutes Sections 92-4 and 92-5(a)(2) and
(4), and Kaua`i County Charter Section 3.07(E), the Kaua`i County Council requests
an Executive Session with the County Attorney pertaining to the hiring of a County
Auditor and to consult with the County's legal counsel. This Executive Session
pertains to the hiring of a County Auditor where consideration of matters affecting
privacy will be involved as they relate to this agenda item.
Councilmember Chock moved to convene in Executive Session for ES-814,
seconded by Councilmember Yukimura, and carried by the following vote:
FOR EXECUTIVE SESSION: Chock, Kagawa, Kaneshiro,
Kuali`i, Yukimura, Rapozo TOTAL— 6*,
AGAINST EXECUTIVE SESSION: None TOTAL — 0,
EXCUSED & NOT VOTING: Hooser TOTAL— 1,
RECUSED & NOT VOTING: None TOTAL — 0.

(*Pursuant to Rule No. 5(b) of the Rules of the Council of County of Kaua`i,
Councilmember Kagawa was noted as silent (not present), but shall be recorded as
an affirmative for the motion.)
There being no objections, the Council recessed at 1:47 p.m., to convene in the
Committee of the Whole Meeting.
The meeting was called back to order at 3:39 p.m., and convened in Executive
Session.
ADJOURNMENT.
There being no further business, the meeting was adjourned at 3:56 p.m.
